I don't
have time!

I

n the last few months, I've attempted to help a couple
of AEA member companies that were applying for a
repair station certificate. In both cases, they essentially
responded, "I'm too busy to satisfy the Federal Aviation
Administration's requests."
What? You are too busy to run your business?
I remember years ago reading an article about entrepreneurs.
It stated that it takes 60 percent of your resources to simply run
the business. When you spend 100 percent of your time as
a technician, or producing the product you're in business
to produce, it doesn't leave any time to actually run your
business; the business is running you. And unfortunately,
that is in conflict with Part 145 regulations.
Why are AEA member shops better? Because we are
surrounded by a quality system that the independent A&P
is not. We have an organizational infrastructure designed
to ensure quality and airworthiness. We have a defined
business structure that we share with the FAA, and then in turn,
the FAA audits.
This is not to challenge the technical qualifications of the
technician, but rather the quality system of the business. In
the FAA regulatory system, the FAA allows for a singleperson repair station. I would argue that a single-person
repair station is the single-toughest job in aviation. The
administrative burden alone for a single-person repair station

accounts for 10 to 20 hours a week. And that's once the
business is up and running with an established customer base,
procedures and a mature repair station. As a startup business,
I would default to the estimated 50 to 60 percent or 20 to 25
hours per week. That means that half to two-thirds of every
day is focused on the administrative burden of business plans,
inventory and advertising. This doesn't leave a lot of time to
function as a technician.

The next time you have a conversation with
someone who challenges your "prices," I hope
you can explain your "value." Beware of the
owner/operator who only shops price!
It's easy to defend the prices we charge and dismiss the
ridiculously low prices that the independents charge.
Who is responsible for quality oversight? According to
the regulation, it's the owner/operator of the aircraft. ยง 14
CFR 91.403 (a) states, "The owner or operator of an aircraft
is primarily responsible for maintaining that aircraft in an
airworthy condition, including compliance with Part 39 of
this chapter."
