AFS Safety Assurance System
The FAA Flight Standards safety assurance system
for repair stations seems to be fully implemented.
The AFS safety assurance system is the combination
of people, processes and technology that will be AFS'
safety assurance capability. The AFS SAS will be the
new oversight system for Part 145 repair stations, as
well as Parts 121 and 135 operators. Ultimately, SAS
will be used for other applicable Parts.
SAS is being designed in three phases. It is broken
down as such because of the scope and size of this
initiative. There are approximately 7,300 certificates
within the U.S. - and no two are exactly alike. SAS
will have the ability to meet the needs for many of
the Parts.
A safety management system has four components:
safety policy, safety risk management, safety
promotion and safety assurance. SAS will be the safety
assurance component of the internal AFS SMS.
FAA Order 8900.1 Volume 6 Surveillance, Chapter
9, Part 145 Inspections has been fully edited and only
contains the safety assurance system. To review the

FAA Form 337 for Component Parts
The following information is from the Federal Aviation
Administration Advisory Circular 43.9-1F, Instructions for
Completion of FAA Form 337.

QUESTION:

How do you document the aircraft information on the
FAA Form 337 when you are only performing a major
repair or major alteration on a component part?

ANSWER:

When a major repair or major alteration is made to a
component part, item 1 - Aircraft, item 2 - Owner, and, in
some cases, item 5 - Unit Identification will be left blank,
and the original and duplicate copies of the form will
remain with the part until it is installed on an aircraft.
After entering the required information in items 1, 2,
and if appropriate, 5, the person who installed the part will
give one form to the owner/operator and forward the duplicate copy to the FAA registry within 48 hours after the
aircraft is approved for return to service.
If a component part of an airframe, powerplant, propeller, or appliance is repaired or altered and the unit
identification information is not known, it is appropriate
to apply the preceding procedure and leave item 5 blank
until the airframe, powerplant, propeller or appliance is
installed on the aircraft.
