In the next four years, the TCCA will evaluate the
required changes and determine how each regulation
will be managed. In some cases, it is expected that
there is enough information on hand to properly
rewrite a subpart and then proceed with the simplified
NPA process. The NPA would only be posted for a
30-day period for comment and then issued as long as
there are no substantial comments. This, of course, will
be preceded by the preliminary issue and consultation
assessment, which will provide the public the chance
to comment on which regulatory change process is
followed and whether or not face-to-face consultations
are required.
This is an ambitious undertaking by the TCCA
and will require much input from the industry. Given
that the TCCA has been having some trouble getting
priority at the Department of Justice and the Cabinet, it
is important that the industry support this project. It is
important that the minister and local MPs are contacted
regularly to keep the focus on the aviation industry to
emphasize its importance in Canada's infrastructure.
The growth and support of Canada's infrastructure was
a key part of the new government's plans.
An interesting fact is that there has been almost no
movement in regulatory changes by the TCCA during
the last eight months or more with the election and
Syrian refugee issues. Therefore, the four-year target is
important so that these changes can be accomplished
within the current government's mandate. Otherwise,
the possibility of a new government and change of
focus could mean a much longer time frame.

Part 100 Safety Management was effective as of Feb.
1, 2016, with consequential amendments to Parts 115,
119, 121, 125, 135, 137, 139, 141, 145, 146, 148, 149,
171, 172, 173, 174, and 175.

Evaluation Tool has been added to the CAA website

CAAP 42B-1(1.1) CASA Maintenance Schedule
The Civil Aviation Safety Authority has revised and
published CAAP 42B-1(1.1) - CASA Maintenance
Schedule.
Regulation 42B of CAR provides that the certificate
of registration holder of Class B airplanes may use the
CASA maintenance schedule. This CAAP contains a
copy of the CASA maintenance schedule but modified
to include provision for the certification of each task
and a final category and coordination certification.
This will allow the schedule to be copied and utilized
as worksheets.
The CASA maintenance schedule has been designed
as an option to the manufacturer's maintenance
schedule. Before the certificate of registration holder
elects to use the CASA maintenance schedule,
however, it is recommended that a study be made of
the manufacturer's schedule as it is considered that the
manufacturer's schedule is generally more appropriate
for the maintenance of the airplane.

Manual of Standards Part 66
Amendment Instrument 2016 (No. 1)
The Manual of Standards Part 66 Amendment
Instrument 2016 (No. 1) has been registered on the
Federal Register of Legislative Instruments. The
instrument commenced Jan. 23, 2016.
The amendments principally resolve inconsistencies
in the definitions, expand the privileges of an aircraft
maintenance engineer license, clarify the competency
unit requirements following industry feedback, and
align CASA's requirements for the issue of an aircraft
type rating with updated European Aviation Safety
Agency requirements. The MOS amendment also makes
minor updates to various appendices to the Part 66 MOS
to reflect amendments made to the EASA's aircraft type
ratings listings and updates aircraft company names as
well as other editorial amendments.
