INTERNATIONAL NEWS Continued from page 15 CANADA News & Regulatory Updates Transport Canada reissues exemption on undocumented parts recertification Transport Canada Civil Aviation reissued the exemption to subsection 573.02 (11) of the Standard 573. This exemption relieves avionics shops from the requirements to have specific procedures approved in their MPM to recertify undocumented parts. The exemption has been issued for another two years and will expire in early 2017. The TCCA plans to revise Standard 573 and 571 in that time period to remove Appendix H and the references to it, as well as revise the requirements for undocumented parts. The plan is to develop an advisory circular on undocumented parts to provide industry and the TCCA with more flexibility in dealing with undocumented parts procedures. There are sufficient regulatory requirements in place to cover undocumented parts (under 571.08 and 571.13), without the need to unnecessarily burden the industry. A preliminary issue and consultation assessment is in development and should be ready for the spring of 2015. This will document the required changes and what publication and consultation process is necessary. The plan is to develop an NPA to introduce changes to the standards later this year and then publish the NPA for public comment. The publication of the revisions should take place within the time period of the exemption as only standard changes are being made. According to the new CARAC process, standard changes can be made in a shorter time frame than regulations. The TCCA does not see the need for industry input prior to this. As the changes are in line with the current exemption, this is reasonable and there will be ample opportunity to comment once the NPA is published. Transport Canada to issue a PICA on specialized maintenance for 406 ELTs Transport Canada will be issuing a PICA for the revision of CAR 571 and Standards 551 and 571 in regards to 406 ELTs. Currently, there is an exemption in place that relieves avionics shops from needing specialized maintenance approval for installation of 406 ELTs. 16 avionics news * april 2016 The plan is to create a focus group to help develop the NPAs required to deal with installation and maintenance of 406 ELTs. Much of the recommendations being considered are coming from the input of the AEA and will look at the current maintenance history, issues and other items. Some of the considerations are to possibly extend maintenance requirements as defined in Appendix G (AWM 571). The changes to Standards 551 and 571 will occur relatively quickly as they are standards; however, the changes to CAR 571 will take a little longer. The need to deal with this in the interim will be discussed during the industry consultations; however, the exemption is in place until 2019 and this should provide sufficient time. SOUTH PACIFIC News & Regulatory Updates Australia: Cancellation of AC 21-37(0) The Civil Aviation Safety Authority advised that AC 21-37(0) - Airworthiness Approval of Navigation or Flight Management Systems Integrating Multiple Navigation Sensors - has been canceled and removed from the CASA website. Information contained in this AC has now been superseded by the content in AC 21-36 - Global Navigation Satellite System Equipment: Airworthiness Guidelines. Have your say on proposed small aircraft maintenance licensing structure The CASA is seeking comment from the aviation community on the draft amendment to the Part 66 Manual of Standards in relation to the proposed small aircraft maintenance licensing structure. The CASA has worked at length with industry to develop a small aircraft license structure that allows earlier certification of minor maintenance tasks, provides modular buildup to suit individual requirements and is aligned with the competencies of the Certificate IV in Aeroskills (Mechatronics) training package. The draft MOS provides details for a small aircraft licensing structure - for example the: * Group ratings relevant to a B1 or B2 license. * Scope of maintenance of a B1 or B2 license when endorsed with relevant group ratings.
