TOP 10 WORKPLACE HAZARDS

The FAA's Commercial Aviation Safety Team used this
approach to reduce the fatality risk in commercial aviation
by 83 percent in 10 years. After increasing its safety and
health management program, Lockheed Martin Aeronautics
in Fort Worth reduced workers' illnesses and injuries by
14 percent, saving $574,000 in related costs. At a Ritrama
facility in Minneapolis that manufactures pressure sensitive
labels, creating a safety reporting and tracking system
reduced workers' compensation premiums by $44,000,
increased productivity, reduced manufacturing defects, and,
best of all, decreased employee injuries. Companies large
and small are seeing the benefits.
What if aircraft service centers and avionics shops
started internally reporting and tracking safety hazards,
maintenance issues and deviations from proper procedures?
What if employees were encouraged to work together on
reporting safety issues without blame or retribution from a
boss, supervisor or government agency? Experience shows
it would save lives, money and time.

In the U.S., the FAA requires Part 121 air carriers
to implement a safety management system program
but encourages all aviation service providers, including
maintenance repair organizations, to use a comprehensive
and preventive approach to managing safety. While the
safety of employees and customers in the workplace actually
falls under OSHA's domain, the agency doesn't require U.S.
companies to use an SMS program to internally report and
track safety issues.
The Aircraft Electronics Association represents member
companies in 43 countries. Many of those countries do
mandate a safety management system, according to Ric
Peri, vice president of government and industry affairs. Of
the companies that have an SMS program in place, it's often
handled informally - telling a supervisor, filling out a form,
or typing details into a spreadsheet.
"Under the OSH Act, employers are responsible
for providing a safe and healthful workplace," Peri said.
"In addition, there are specific requirements for personal
protection devices, including eye, ear and chemical protection.
There are requirements for high noise areas such as working
with turbine engines; fuel handling; lifting; lifts and ladders.

5.	 Park an aircraft with the wings
overhanging walkways.
6.	 Use a melted or burned AC power

7.	 Suspend lighting in an aircraft with an
undersized zip tie.
8.	 String an extension cord across a
doorway or access stand.
9.	 Lay a tool bag on the hangar floor,
creating a tripping hazard.
10.	 Set a cup of water on a workbench.

Overall, maintenance is an industrial action, and as such,
OSHA has numerous standards that affect the workplace. In
some cases, the fed OSHA has defaulted to the state OSHA."
Whether required or not, all companies can benefit
from reporting and tracking safety issues internally, which
is why the AEA developed its SMS program. Designed
especially for small businesses and offered free to all
AEA members, the online system allows for reporting and
tracking accidents, incidents, hazards, near misses, even
concerns of third-parties such as vendors and customers.
The program includes an internal evaluation program that
allows a member company to self-audit its ability to keep
workers safe. Modules cover a different topic each month for
a year - management, record keeping, maintenance control,
quality control, process evaluation, SMS, inspections, OSHA
hazardous materials, personnel, training, security and human
resources. Safety managers are required to attend a training
workshop while employees train online.
