necessary to not only evaluate
an alteration but also defend the
determination. It is the regulatory
authority's role to question what
we do; it is our responsibility to be
able to defend our outcomes. This
updated program begins with the
regulations, then adds the latest
information and guidance regarding
FAA alterations.
In addition, every repair station
knows its capabilities. Most repair
stations use the capabilities in
their marketing efforts. And yet,

when we talk about cataloging
the capabilities, the repair station
loses sight of the fundamental
requirements. All repair stations
with a limited rating must list their
capabilities. The session on Repair
Station Basics - Developing and
Maintaining a Capabilities List will
first look at how to determine the
best place to list the capabilities.
If the repair station chooses to
manage the capability list internally,
we will discuss how to manage the
list. This session also will review
the regulatory requirements for a
capability list, plus the management
criteria including the recordkeeping
requirements.

Finally, one of the most
challenging, and likely the most
misunderstood concept of repair
station operations, is contract
maintenance. Originating from the
regulatory authority for a repair
station to "arrange for another
person to perform the maintenance,
preventive maintenance or
alterations of any article for which
the certificated repair station is
rated ..." (§ 145.201(a) (2)), the
guidance on this has been changed
more than any other aspect of the
repair station guidance. The Repair
