Your quality system should account for the planning,
management and documentation of your inspection program and
the management of your inspection personnel. In addition, the
repair station quality system needs to address those elements
that have a direct effect on airworthiness.

applicable to all applicants, large or small.
The principles of "upfront planning, project
management and documenting" are absolutely in line
with the principles of Part 145. Everywhere in the AEA
certified repair station membership, there are three
principle areas that must be addressed in explosion
(manuals): business infrastructure; procedures for
performing maintenance and ensuring airworthiness;
and the process and procedures to ensure currency and
technical competency of the workforce.
While the FAA tends to be more prescriptive in its
design of Part 145, the FAA regulations are consistent
with the three elements contained within international
standards, as well. The criteria of the repair station
manual is about the physical and human infrastructure:
the upfront planning for who, what and where
maintenance will be performed.
In general, the repair station manual contains
a description of the certificated repair station's
operations, including the housing, facilities, equipment,
and materials as well as the personnel organizational
chart. Following the description of the physical and
human infrastructure, the maintenance organization
then describes the procedures for the planning,
management and documentation of its:
*	 Capability list.
*	 Work performed at another location.
*	 Maintenance, preventive maintenance or

alterations performed for air carriers.
*	 Contract maintenance.
*	 Required records and the record keeping system.
The next step in the process is defining how you
"plan, manage and document" your processes. 14
CFR 145.211 (a) requires a certificated maintenance
organization to "establish and maintain a quality
control system" that ensures the airworthiness of
any article which the organization performs some
level of maintenance on. I think we find ourselves a
bit sideways at this requirement, because we know
we must follow the regulations. This is correct, but
committing to follow the regulations is different than
designing your business to follow the regulations. How
do you "plan, manage and document" your process to
ensure airworthiness?
The regulations require you to perform four
actions regarding your quality system. First, you
must establish your (yes, your, not some copy you
acquired from the internet) quality system. Next,
you document your system (say what you do). Then,
you must follow what you wrote (do what you say).
And finally, it must be kept current to your operation
and current to any changes in the regulations. If
your business is constantly changing, your manuals
should be constantly changing. On the other hand, if
your business is reasonably constant (little change in
