organization, products or customers), then your
manual should be constant, also.
Your quality system should account for the
planning, management and documentation of your
inspection program and the management of your
inspection personnel. In addition, the repair station
quality system needs to address those elements
that have a direct effect on airworthiness, such as:
* Managing technical data.
* Managing calibrated and special tooling.
* Managing apprentices (although this is a
legacy issue that truly belongs in the repair
station training/qualification program).
* Managing final inspections, return to
service, and taking corrective action on
deficiencies of maintained articles.
The third element, which is core to any
successful business, is how you plan, manage
and document the qualification of your technical
workforce. What originated as a true training,
and is titled a training program, is technically a
qualifications program - you must ensure that they
are capable of performing their assigned task.
14 CFR 145.163 (a) requires a repair station
to have and use an employee training program
that consists of initial and recurrent training.
However, when you research the procedures for
a training program (AC 145-10), you find that
all training (initial, recurrent, remedial, etc.) are
all needs-based; that is, shown to be necessary
to fill gaps identified from a needs assessment of
the individual's qualifications and capabilities.
An experienced technician may only need initial
training on company-specific processes and
procedures, while an apprentice would likely need
initial training on technical subjects, regulatory
subjects, as well as the company-specific processes
and procedures.
The fourth and final element of the CPI is
communications. When, where and how will
you communicate with the local FAA and your
inspector? Communication is listed 70 times

in the CPI guide beginning with, "Reducing
the cycle time to certify products, while
ensuring regulatory compliance, will require
earlier involvement of the FAA and applicants
in project planning, open and constructive
communication, and safety-focused project
management." I think we could change project
certification to maintenance and make the same
arguments that we could reduce cycle time of
whatever change we are making to our business,
our manuals, or our processes by simply having
open and constructive communications; that is
bilateral communications between the FAA ASI
and the applicant.
FAA Aircraft Certification has established a
standard to strive toward. In the CPI guide, it
states that the applicant and the FAA work to
establish a Partnership for Safety Plan to reach
a clear common understanding of the respective
responsibilities. In the guide, it highlights the
principles of communication as:
* Communicates early and often about design,
schedules, plans for demonstrating compliance
and conformity and anticipated problems.
* Facilitates access to best sources of
information.
* Ensures consistency and clarity of positions
on issues is communicated to each other.
* Promotes and ensures efficient resolution
of issues at the operational level prior to
elevating to the higher management levels.
Again, I think we can change the product
certification references to maintenance references
and we have a solid approach to a Partnership
for Safety Plan for certified maintenance
organizations. As we continue to make progress
to a "performance-based" application of the
regulations, the more the fundaments of the
performance rules seem to overlap. In this
case, I think we have an ideal opportunity to
plagiarize the certification community's PSP as the
foundation for a PSP for maintenance.
Remember, we share the same four elements:
planning, project management, documenting and,
of course, communications. q
