distance flown, with a flat fee for certain customer groups such
as recreational aircraft. Fees must be set at a level that does
not exceed the company's financial requirements. The charges
can only be changed after advance notice and consultation with
the users. There has only been one period when the charges
spiked, which was following 9/11 when traffic volumes declined
significantly. Apart from that, the increases have generally been
lower than the rate of inflation.
The transition from federal to private control was not without
problems and certainly not without detractors. The increase
in user fees after 9/11 may not have occurred under federal
ownership, but someone in Canada would have had to pay for
the funding shortfall. Politically, subsidizing private aircraft
owners is not going to generate too many votes at election time;
therefore, I don't suspect the "free ride" that user fee opponents
point to would have happened.
As we approach the 20th anniversary of privatization in
Canada, we do have some empirical data as to the effect this
change has had on our industry. In the 10 years prior to the
introduction of user fees in 1998, aircraft ownership in Canada
had only increased 0.2 percent; in the 10 years after, it increased
17 percent. Obviously, other economic factors have contributed
to the increase in ownership, but the additional fees did not
appear to have any noticeable negative effect.
The increase in the efficiency of Canada's ANS since privatization
has generally lowered the cost of flying for most users. It has
certainly improved the experience, and I don't know anyone who
would willingly revert to the previous publicly owned system.
It must be stressed that the introduction of user fees in
Canada was not to bolster the government's general revenue
stream, which should have been resisted at all cost, but rather
to privatize a utility. The knee-jerk reaction in opposing any
proposed new charges, while understandable, should be tempered
with the following question: Is this an opportunity for a brave
new world, or are we content with malaise forever? q
