standard practices with decades of
precedent.
And that's what happened during
the 2016 editions of the Regulatory Rise
& Shine seminars. A major discussion
topic was the recent announcement of
an FAA supplemental type certificate
and approved model list allowing a nonapproved product to be installed aboard
type-certificated aircraft. The new STC/
AML allows operators to install a Dynon
EFIS-D10A as a replacement for an airplane's primary attitude indicator.
The Dynon device - which provides
heading, attitude, airspeed and altitude
information to pilots in an all-electronic
package - is neither approved under a
technical standard order nor by the FAA
parts manufacturer approval process,
though it is verified against the recently
developed ASTM 3153-15, Standard
Specification for Verification of Avionics
Systems.
The recent announcement is the
result of a development and approval
process conducted by the Experimental
Aircraft Association and Dynon, performed in cooperation from the FAA.
The Regulatory Rise & Shine event
explored the background of this development and what it may mean for the
STC/AML process in the future.
The FAA's recent proposed rule to
rewrite its existing Part 23 rules regarding certification of small airplanes also
received its share of attention during
these seminars. The Part 23 rewrite
proposal seeks to replace existing regulations, which prescribe specific design
and engineering requirements, with
performance-based standards by separating existing, well-understood safety
standards from methods of compliance.
For one of the morning Regulatory
Rise & Shine presentations, the AEA
hosted three FAA managers with regional or national certification and oversight
responsibility to explain to attendees
the proposed rule's scope and the rulemaking process.
