Partial (piecemeal) installations
The following information is from the Federal Aviation
Administration Advisory Circular 43-210.

QUESTION:

Often times, a project requires that an alteration
be done in steps. Sometimes, it's due to availability
of the aircraft, availability of parts, or availability
of shop resources. Can an avionics installation be
accomplished in pieces, and what is the proper way
to complete an installation in a progressive manner?

ANSWER:

According to FAA Advisory Circular 43-210
Standardized Procedures for Requesting Field
Approval of Data, Major Alteration, and Repairs,
there are circumstances under which field-approved
equipment does not need to be operational.
This "piecemeal" approach is quite common for
supporting systems such as antennas, wiring and
shelving, which are logical installation items when
an aircraft is down for maintenance or inspections
and the actual radios are installed at a later date.
According to the AC, field-approved equipment
need not be operational in the following situations:
a. When the FAA has approved you to install
equipment through a piecemeal installation approval process. The equipment may remain inoperative
until the alteration is complete, provided all of the
criteria of the piecemeal installation has been met
(i.e., inoperative placards installed, circuit breakers
banded, etc.).
b. When the equipment has been specifically
approved to be inoperative on a minimum equipment list issued to the aircraft.
c. When the equipment has been properly
deferred in accordance with Part 91, section
91.213(d).
Note: The equipment must function properly
when installed at all other times.

Transport Canada issues NPA to
incorporate Part 23 Amendment
62 into AWM 523
Transport Canada Civil Aviation has issued a notice
of proposed amendment to revise AWM 523 to add the
details of the FAA's Part 23, Amendment 62. This amendment was issued in 2012 and primarily included changes
to the regulation affecting turbojets and turboprop aircraft.
The proposed change incorporates Amendment 62 essentially without any changes (including the known errors in
the amendment), with only minor terminology changes
to account for the Canadian regulations and structure. It
also includes the addition of the requirements for thermal
acoustic/insulation materials, addition of requirements in
1309 to account for new function and reliability testing
and requirements for power source capacity and distribution.
The errors include inadvertent omissions, inconsistent
wording and incorrect references:
*	 23.45 (h)(4) General - incorrect reference.
*	 23.51 (c)(4) Takeoff Speeds - incorrect references.
*	 23.59 Takeoff Distance and Takeoff Run -
Omission of multiengine jet requirement.
*	 23.63 (c), (d) Climb: General - incorrect references.
*	 23.67 (d) Climb: OEI - Omission of multiengine
requirement for clarification.
*	 23.77 (b) Balked Landing - Omission of singleengine turbine <= 6,000 pounds requirement.
*	 23.161 (d) Trim - Incorrect References, § 23.181
(c) Dynamic Stability - incorrect references
*	 23.251 & 23.253 - Inconsistent wording.
*	 23.1583 (c)(3), (4), (5) Operating Limitations -
Omission of multiengine turboprops <= 6,000
pounds and incorrect references.
At the moment, these errors are being handled by the
issuance of an ELOS, and the FAA has issued an issue
paper to cover these.
Transport Canada is using the simplified amendment
process with the issuance of the NPA. This means that
there is a notification to the public with a 30-day comment
period. If no dissent is received, the amendment to AWM
523 will go into effect Aug. 8, 2016.
