CARAC plenary session postponed
to fall of 2016
Transport Canada Civil Aviation postponed the CARAC
plenary session until the fall of 2016. No specific reason was
given other than "unforeseen circumstances." The plenary
session is a general meeting of the CARAC body and members and is intended to be a forum for the TCCA to provide
updates and information on what is happening in the regulatory environment. In addition, the members are introduced
to proposed CARAC priorities for the coming year and vote
to set these priorities. It is the opportunity for the public to
provide input on what is seen as important to the industry and
where the TCCA should focus the regulatory development.

In June, the AEA attended the 2016 FAA-EASA
International Aviation Safety Conference. Expect an update
of the topics discussed next month. The FAA and the EASA
are joining forces to advance aviation safety through global
leadership at this year's conference in Washington, D.C.

The Civil Aviation Safety Authority published a notice that
the Part 21 Manual of Standards Instrument 2016 (FRL number
F2016L00915) has been registered on the Federal Register of
Legislation and became effective June 1, 2016.

The CASA published a notice of the approval of
a new standards development project: MS 16/04 -
Amendment to Part 42 MOS to include certain regular
maintenance requirements currently covered by airworthiness directives.
Following a review of Australian unique airworthiness directives, a number of recurring maintenance
related ADs were identified that did not fully satisfy
the criteria for issuing an AD under Part 39 of CASR.
ADs are generally issued to rectify design deficiency or to rectify production or manufacturing fault
in a particular aircraft type or in particular equipment.
However, these unique ADs are not meant to address
any design deficiency or a production or manufacturing fault, and they relate to aircraft systems and equipment that are generally common to all aircraft types.
The system and equipment covered by these ADs
are essential for safe operation of an aircraft, and the
maintenance requirements contained in these ADs
are there to ensure continuing serviceability of these
systems and equipment. So the requirements of the
ADs should ideally be treated as maintenance program
instructions.
Therefore, the CASA decided to include the requirements of these ADs in the Part 42 MOS as additional
maintenance that must be included in an aircraft's
maintenance program.
In many cases, the maintenance requirements may
already be covered by the aircraft or equipment manufacturer's instructions for continuing airworthiness,
and in such cases, the MOS would require compliance
with the ICA instead of compliance with the requirements of MOS.
The CASA considers relocation of these AD
requirements in the MOS would provide better transparency in relation to having all maintenance program
requirements for aircraft in one document.
The objective of the project is to amend Part 42
MOS to include a number of recurring AD requirements in the MOS.
