for finalizing, making and commencing the outstanding new
Parts of the Civil Aviation Safety Regulations 1998 (CASR),
updating recently made CASR Parts and other major regulatory initiatives.
It also reflects the overwhelming feedback the CASA
received from across all sections of the aviation community that rules relating to flight crew licensing should be
addressed ahead of the introduction of new operational regulations.
The new timetable addresses industry views on a range of
aspects of new rulemaking. These include industry's capacity to manage major changes to the regulations, when the
changes are developed, consulted on and introduced, allowing realistic periods for transition to the new rules and the
CASA's own ability to provide timely and detailed support
and guidance to industry.
The revised timetable will be regularly updated as
circumstances change to provide industry with a clear view
of the CASA's proposed regulation reform activity, enabling
operators and individuals to better plan and respond to the
new rules at their various stages of development.

This continuing airworthiness notice was issued to remind
aircraft operators and maintenance providers that ELT batteries must be replaced by no later than the battery expiration date
specified on the ELT battery data label.
ELTs are fitted with a life-limited battery pack, and
ELT performance can be compromised after the battery
expiration date.

Modification Record
AC 43-14 is divided into two parts. The first part of the
circular provides the elements that must be addressed for all
modifications conducted under this advisory circular, noting
that not all elements will be required in all cases. The second
part of the circular consists of a series of appendices that provide modification technical instructions for various types of
installations.
Revision 4 provides clarity around the use of this advisory circular and the information requirements to be forwarded to the CAA. q
