Receiving inspections
The following information is from the Federal Aviation
Administration AC 20-154.

QUESTION:

Can a repair station receive new and used articles
directly from the customer?

ANSWER:

The answer is yes - but.
While not explicitly requiring a "receiving inspection," 14 CFR § 145.211 quality control system does
require a repair station to "establish and maintain" a
quality system that includes:
1.	 Inspecting incoming raw materials to ensure
acceptable quality.
2.	 Performing preliminary inspection of all articles
that are maintained.
3.	 Inspecting all articles that have been involved
in an accident for hidden damage before maintenance, preventive maintenance or alteration is
performed.

In addition, most repair stations include a
receiving inspection for every part they order to
ensure they are "aviation quality" (and airworthy)
as required by § 43.13 (b) performance rules
(general).
The best guidance for establishing a receiving
inspection is contained in FAA Advisory Circular
20-154 revised by Change 1 on Aug. 12, 2015. As
stated in the AC:
"These elements are recommended for incorporation into operators' existing receiving/inspection
systems to help prevent the introduction of unairworthy parts into inventories. The aim is to establish
sufficient traceability to establish that the part(s)
were manufactured under Part 21, were previously
determined to be airworthy under Part 43, and produced to established industry or U.S. government
standards or accepted foreign standards."
Every repair station has some degree of receiving inspection (whether they title it that or not).
In order to receive articles directly from the customer, the receiving inspection should include
acceptance of new parts from non-FAA-certificated sources as well as acceptance of used, repaired,
or overhauled parts from non-FAA-certificated
sources. Outlines for both of these procedures are
contain in FAA AC 20-154, paragraph 7 c and d,
respectively.
