The $10 million is enough to rebate a not-insignificant
$500 per aircraft for 20,000 piston-single fixed-wing airplanes, the types eligible under the FAA's rebate program.
AEA member companies likely helped a few of those
18,000 or so early adopters to ADS-B Out. Congratulations
to them for whatever foresight prompted their step.
These folks may lament being ineligible for this rebate program. But, if like most of the early adopters, they
fulfilled the precision-position requirements with an IFRapproved WAAS GPS, and they've been enjoying some of
the benefits of NextGen while FAA controllers benefit from
the higher accuracy that ADS-B Out delivers in all reporting
planes - position, altitude, ground speed and flight direction.
The rebate program targets owners in that huge pool of
aircraft yet to comply. The FAA hopes to spur more installation action in a community far behind the curve, according
to the FAA and information released during parallel announcements of the ADS-B Rebate program back on June 6.
A tale told in two capitals
In the nation's capital, U.S. Transportation Secretary
Anthony Foxx announced the program at the same time
FAA Administrator Michael Huerta unveiled the rebates at a
hastily called meeting of the Wichita Aero Club - in the Air
Capital of the World, as locals call it.
For the fleet to reach total compliance
by the deadline - the night of Dec. 31,
2019 - the community needed to roughly
hit 23,000 installations a year starting at the
beginning of 2013. With almost four years
passed since the start of 2013, the number
of aircraft in compliance has yet to hit the
first-year's mark - hence, the rebate program.
"Equipage rates are not where we'd like to see them,"
Huerta said at the Wichita announcement - an announcement
attended by AEA President Paula Derks, AOPA President
Mark Baker, and GAMA President Pete Bunce.
Foxx noted that avionics makers today offer far more options that have helped drive down costs. "We're hoping that
these low prices combined with the FAA's $500 rebate will
encourage aircraft operators to get off the sidelines and take
advantage of all the benefits ADS-B has to offer," he said.
Huerta stressed that the rebate program is an effort to
increase the number of owners who equip prior to the deadline. Given the most-recent advances in equipment options
to comply, that $500 could amount to as much as 20 percent
of the total cost of a simple system.
The administrator's message was clear: "Get off the sidelines
and take advantage of all the benefits ADS-B has to offer."
The sooner pilots comply, the sooner the entire ATC net-

work begins to share the benefits in procedures, separation
reductions and arrival-rate improvements expected as the
FAA continues its transition to managing traffic with ADS-B
input and away from radar-based control.
"The system is up, it's available and it's working," he
said.
Huerta also noted the benefits to pilots in improved ATC
efficiency and the free products the FAA provides with
ADS-B In, broadcast by all the ground stations in the ADS-B
network.
While not mandated as ADS-B Out is, ADS-B In is
integrated into many complying solutions, providing pilots
valuable situational-awareness tools through the Flight
Information Service-Broadcast and Traffic Information
Service-Broadcast. Many of those ADS-B solutions provide a wireless link for their In products to play on a tablet
computer like those popular as electronic flight bags, so the
aircraft need not also have an installed display to benefit
from ADS-B In.

What's the hang-up?
Talking to pilots shortly after the ADS-B rule became
final in 2010, most of them stressed over the costs - and
vowed to wait a few years until enough options existed to
give them shopping power. And that process came to be;
initial options carried price tags - with installation - exceeding $10,000. For the owner of a $25,000 aircraft, the
costs were too high.
Today, options exist that provide a simple solution - with
installation - for around $3,000. And that includes ADS-B
In. And those free services come without the costs of installing satellite-weather datalink receivers or active trafficalert systems - systems costing thousands on their own.
But many pilots remain convinced that prices will fall
even further. So how long will these price-driven shoppers
wait? If until 2019, a bunch of the fleet could be in trouble.
