Watching the new initiative
AET certification, which began under the National Center
for Aircraft Technician Training, was established through a
grant from the National Science Foundation. Today, ASTM
International manages the NCATT AET certification program.
A new ASTM initiative aims to refine the avionics training
and certification standards through a committee of industry
leaders, including representatives from repair stations, aviation
suppliers, aircraft manufacturers, avionics organizations and
others. The group is known as the ASTM Committee F46 on
Aerospace Personnel.
"We're trying to get to a globally recognized qualified
aircraft technician," said Steve King, senior director, aviation
maintenance at Cox Enterprises Inc., who serves as F46
committee vice chairman.
Mark Mata, director of training for Satcom Direct, agreed,
adding, "With a global standard, you could take someone who
is based in the U.S. and move them somewhere else. It's the
same standard. They already know the job, they know what

to follow, and what needs to be done." Mata serves as F46
committee membership secretary.
The committee, which met again in late June, wants to
invest in skills growth, help technicians keep pace with the
latest avionics innovations, and strengthen the pipeline of
workers. With proof of their specialized knowledge, the hope
is technicians will continue to garner pay increases and receive
greater career advancement.
"We want to bring young people in and show them that
there are real opportunities and there are people in the industry
today making six-figure incomes who are technicians and lead
technicians," said Samuel Haycraft, co-founder of West Star
Aviation, who serves as the F46 committee chairman.
Last year, Boeing announced that during the next 20 years,
aviation will add 38,000 aircraft, requiring nearly 600,000
more technicians. F46 committee's consensus on "need to
know" requirements, as well as its ability to quickly adapt
training and specialized knowledge standards based on
evolving technology, will help move the industry forward.
"With this committee, we're going to establish standards
that reflect what today's technology is, not what the
technology was 40 or 50 years ago," Haycraft said. q
