Rather than debating whether I can or cannot perform
a task under the regulations, I suggest we focus on
'Should I perform the task?' Do I have the knowledge,
skills, abilities and tools to properly perform the task
to keep myself and my family safe?

The approved unit must be designed to be readily
and repeatedly removed and replaced, and pertinent
instructions must be provided. Prior to the unit's
intended use, an operational check must be performed
in accordance with the applicable sections of Part 91
of this chapter.
There are three statements within paragraph 31 that must be
addressed independently:
* Removing and replacing self-contained, front
instrument panel-mounted navigation and
communication devices that employ tray-mounted
connectors that connect the unit when the unit
is installed into the instrument panel, (excluding
automatic flight control systems, transponders, and
microwave frequency distance measuring equipment).
* The approved unit must be designed to be readily
and repeatedly removed and replaced, and pertinent
instructions must be provided.
* Prior to the unit's intended use, an operational check
must be performed in accordance with the applicable
sections of Part 91 of this chapter.
So, does paragraph 31 allow for modifications? In my
studied mind, the answer is no, although the English language
is such that a case can certainly be made to the contrary by
focusing on the first three words: removing and replacing.
That would certainly lead one to conclude that I can
"remove" something and then "replace" it with something
else. However, when reading the entirety of paragraph 31,
I cannot reach the same conclusion. If you start with the
second sentence, "The approved unit must be designed to be
readily and repeatedly removed and replaced, and pertinent
instructions must be provided," this would lead the reader
to conclude that the provisions of paragraph 31 are focused
	

is an owner/operator without an A&P certificate and without
the support of a certificated person. There are two critical
regulations to begin with that addresses who can perform
maintenance and who can return the aircraft to service: 14
CFR paragraph 43.3 (g) and 43.7 (f). § 43.7 addresses persons
who are authorized to approve an aircraft for return to service
after maintenance, preventive maintenance, rebuilding or
alteration. Paragraph 43.7 (f) states, "A person holding at least
a private pilot certificate may approve an aircraft for return
to service after performing preventive maintenance under the
provisions of § 43.3(g)."
14 CFR 43.3 defines those persons who are authorized to
perform maintenance, preventive maintenance, rebuilding
and alterations. Paragraph 43.3(g) states, "The holder of a
pilot certificate issued under Part 61 may perform preventive
maintenance on any aircraft owned or operated by that pilot
which is not used under Part 121, 129 or 135 of this chapter."
So we immediately see the first limitation of this discussion;
the regulations explicitly exclude any aircraft used under Part
121, 129 or 135 from the authorization of paragraph 43.3(g),
i.e. preventive maintenance.
What is preventive maintenance? For that answer we
go to 14 CFR Part 1. The regulations define preventive
maintenance as: "Preventive maintenance means simple or
minor preservation operations and the replacement of small
standard parts not involving complex assembly operations."
Then the regulations further limit the application of preventive
maintenance through Part 43, Appendix A, paragraph
C, preventive maintenance where it states, "Preventive
maintenance is limited to the following work, provided it
does not involve complex assembly operations." It then lists
31 maintenance tasks that PM is limited to. As it is, from an
avionics perspective, it is paragraph 31 that creates the most
controversy:
(31) Removing and replacing self-contained,
front instrument panel-mounted navigation and
communication devices that employ tray-mounted
