ADS-B Performance Reports
The Federal Aviation Administration announced that the
public ADS-B Performance Report request site is now active
at https://adsbperformance.faa.gov/PAPRRequest.aspx. This
online capability is meant to replace the current email service
and provide users with 24/7/365 access to post-installation system performance verification per ยง91.227 requirements. AEA
members are encouraged to utilize this free FAA resource as a
final check for every ADS-B installation.

FAA revises the repair station regulations
On July 27, 2016, the FAA published an interim final rule
that revised its repair station rules to remove the requirement
that a repair station with an airframe rating provide suitable
permanent housing to enclose the largest type and model aircraft listed on its operations specifications. The FAA also is
revising its general housing and facilities regulation to provide
that a repair station's housing for its facilities, equipment,
materials and personnel must be consistent not only with its
ratings, but also with its limitations to those ratings. Finally,
the FAA is adding an additional general purpose limited rating
to cover maintenance work not covered by the existing 12 limited rating categories.
The FAA determined that these changes were necessary
because the existing ratings and housing rules impose unnecessary housing requirements on certain repair stations that

only work on component parts of an aircraft. These changes
will enable some repair stations to obtain a limited rating that
is tailored to their intended scope of work. They will relieve
repair stations that have a limited airframe rating, but that
only work on component parts of an aircraft, from having to
provide large and expensive housing to enclose the entire aircraft when that type of housing is not needed for the limited
scope of their work.

FAA plan for establishing a VOR Minimum
Operational Network
The FAA issued a final policy statement that sets forth
the Very High Frequency Omnidirectional Range Minimum
Operational Network policy as proposed in the Proposed
Provision of Navigation Services for the NextGen transition
to performance-based navigation notice of proposed policy
published on Dec. 15, 2011 (76 FR 77939).
This document provides the discontinuance selection criteria and candidate list of VOR navigational aids targeted for
discontinuance as part of the VOR MON implementation
program and U.S. national airspace system efficient streamline services initiative. Additionally, this policy addresses the
regulatory processes the FAA plans to follow to discontinue
VORs. This policy became effective July 26, 2016.
The VOR MON program candidates for discontinuance
during phase 1 (FY2016 to FY2020) include 10 VORs in the
western service area; 31 in the central service area; and 33 in
the eastern service area. Phase 2 of the program (FY2021 to
FY2025) includes the discontinuance of five more VORs in
the western service area; 131 in the central service area; and
98 in the eastern service area for a total of 308 VORs to be
decommissioned over the next nine years.
