When will
yesterday return?
A
fter a decade of work, the end of last year,
Dec. 30 to be exact, brought the final rule to
the Part 23 rewrite by the Federal Aviation
Administration. And early next year, the European
Aviation Safety Agency will follow suit with its final rule.
Like the Small Airplane Revitalization Act of 2013
and its older sister, the General Aviation Revitalization
Act of 1994, this is being advertised as bringing general
aviation back to its days of glory. Don't get me wrong,
I am an absolute promoter of the joint agency and
industry initiative to move Part 23 into a performancebased regulation that will, I predict, promote innovation
in the general aviation market.
Having said that, the concept of twice the safety and
half the price that was promoted might be a bit of a
stretch. I do believe in the twice the safety element. My
personal pet peeve is the overall low survivability rate
of GA accidents. Technology cannot solve all of the
challenges, but at least let's bring the aviation sector up
to this decade's automotive safety standards.
Late last month, one AEA member asked what my
vision of the future was for general aviation. I'm no
better at predicting the future than anyone else and

probably a lot worse than most, but nonetheless, they
asked and I answered. The Part 23 revision will be a
major factor in enhancing the next generation of light
aircraft. The challenge is that the next generation is
probably a decade away.
I predict the recreational end of general aviation
to continue its downward path to be replaced with
experimental, amateur-built and light sport aircraft (sport
planes); and I predict the working end of GA to continue
with moderate gains.
I don't think this is rocket science. Take a look at the
aircraft manufacturers and see what they are producing
today. How many "certified" mainstream 2-place or even
4-place aircraft are being manufactured? Or look at the
production of LSA. These aircraft were introduced with
a much more "affordable" mantra being priced alongside
other recreational vehicles. So far, we have yet to darken
the skies with the LSA.
I recently listened to a story on National Public Radio
about the most hated airline in the U.S.: Spirit Airlines.
The reporting was excellent, and with full disclosure,
I've never flown Spirit, but I have family members who
have and confirm the reporting.
