issuance can be used within the import
authority's jurisdiction without further
action. As such, the importing authority
will no longer issue an approval letter
(or similar) for the exporting authority's
issuance to be used within the importing
authority's jurisdiction.
For example, the FAA will accept TCCA
CAN Letter of TSO Design Approvals
for articles from Canada and no longer
issue a Letter of TSO DA for the same
CAN-TSO. Likewise, the TCCA will
accept the FAA's TSOA for an article
from the United States without issuing a
CAN-TSO LODA.
Likewise, the FAA will accept an EASA
ETSOA for an article from the European
Union, and the FAA will no longer issue
a Letter of TSO LODA, per the current
procedure. Likewise, the EASA will
accept the FAA's TSOA for an article
from the United States without issuing
an ETSOA.
Reciprocal is simply when both
authorities agree to do this mutually
with each other's same type of issuances.
The FAA continues to highlight that there
are slight (but important) differences between
the FAA/TCCA (U.S./Canadian) reciprocal
acceptance and the EASA/TCCA (Europe/
Canada) reciprocal acceptance.
Again, according to the FAA:
Currently, the agreement between
the EASA and the TCCA is based on
"commonality" between their unique
technical standards. Under that process,
only ETSOs and CAN-TSOs for which
there is sufficient similarity established
(via a listing) are reciprocally accepted.
The FAA/TCCA IPA Amendment 1
introduces full reciprocal acceptance of
TSO/CAN-TSO articles between Canada
and the United States based upon the
approval(s) issued by the authority of the
exporting state.

ADS-B

Deadline date for ADS-B equipage
The following information is from the
Federal Aviation Administration.

QUESTION:

Will the deadline be extended?

ANSWER:

No.
While the Aircraft Electronics Association cannot speak
on behalf of the agency, we can relay the Federal Aviation
Administration's formal position.
In the March/April 2017 issue of FAA Safety Briefing's
Ins and Outs of ADS-B, John Duncan, director of the FAA's
Flight Standards Service, stated: "In case you are wondering or hoping, let me be very clear on this point: The FAA
will not extend the 2020 deadline for ADS-B equipage."
In addition, on April 7, 2017, the FAA's acting deputy
administrator, Victoria Wassmer, stated at a Sun 'n Fun
presentation in Lakeland, Florida: "I'm going to say this
as plainly as I can: The equipage deadline is not changing.
If you plan to fly your plane in most controlled airspace
after Dec. 31, 2019, you're going to need to install ADS-B."
While the Aircraft Electronics Association cannot speak
on behalf of the agency regarding any extension of the
ADS-B Out deadline, never has the agency gone to such
extremes to assure the ground infrastructure is in place,
the barrier to installations have been removed, and the
availability of equipment has been in place to support the
mandate. Recognizing that there are owners and operators who rely on the never-say-never approach with the
agency, based on the level of FAA commitment and investment, in the AEA's humble opinion, any discussion of an
extension to the mandate would be extremely remote.
