Transport Canada issues NPA to revise ELT
requirements for Appendix C of Standard
625 and Appendix G of AWM 571
One year after the industry working group met to
discuss changes to the emergency locator transmitter
requirements, the TCCA issued the notice of proposed
amendment to change Appendix C of Standard 625 and
Appendix G of AWEM 571. This is reflective of the
new CARAC process and shortening the time to process
regulatory changes. As both changes revise the standards,
the TCCA has the option for simplified processing of the
changes. Comments on these changes will be accepted
for a short period, and then those comments will be processed. Provided there is no major dissension, the changes should go to Canada Gazette II later this summer. The
proposed changes have been developed from the recommendations of the ELT working group that met last spring
and, by in large, are worded exactly as proposed.
Appendix C, Standard 625 will be changed to provide
specific requirements for 121.5 MHz ELTs and 406 MHz
ELTs. 121.5 ELTs will require maintenance at the current
12-month interval for non-water activated types. Wateractivated types will require maintenance every five years.
The reason no change to the interval was made is that
maintenance data still shows this is required. The proposed maintenance interval for 406 ELTs will be every 12
months to carry out an operational test, which can be performed by the owner, and every 24 months to carry out a
performance test at a rated AMO.
Appendix G, AWM 571 has been changed to provide
specific requirements unique to the 406 ELT type, as
well as adjust some of the wording for 121.5 ELTs. This
includes the operational and performance testing as indicated in the proposed Standard 625.
The 406 operational test consists of the self-test function included in the 406 ELT design and the confirmation of the proper 24-bit address identifying the aircraft.
The 406 performance test includes: inspection for signs
of wear, damage, corrosion or other issues; peak power
measurement; frequency checks; verification of 406 message; current draw; and a test of the automatic activation
system.

been changed to provide clearer information and account
for some of the newer types.
These changes are long overdue; however, the pace
these changes are being moved through the system is
encouraging and is showing merit to the recent process
changes in the CARAC system. The next step is to modify the overall government process to allow for shorter
turnaround times in making regulation changes.

European Aviation Safety Agency's
Engineering and Maintenance
Stakeholders Technical Bodies Meeting
The AEA attended the May 9 meeting of the European
Aviation Safety Agency's Engineering and Maintenance
Stakeholders Technical Bodies at the EASA headquarters
in Cologne, Germany. A few notable comments from the
meetings are as follows:
*	 The EASA is still waiting for the European
Commission to correct and review some edits
entered in error during a previous review of proposed
amendments, including the amendment to revise
part 66 to include the long-awaited B2L. There is no
expected date for the EC to complete its work.
*	 It has begun work on Phase II of the safety
management system mandate and on schedule for
the NPA to be published during the first quarter of
next year. If this remains on schedule, it will be a
topic of discussion during next year's AEA Europe
Connect Conference.
*	 Attendees received a good presentation on the
EASA's new eRules. According to the EASA,
"The aim of the EASA eRules project is to
make them accessible in an efficient and reliable
way to stakeholders." The demonstration of the
maintenance regulations was welcomed. This new
format provides a single system for the drafting,
sharing and storing of rules that will greatly benefit
the EASA and the Stakeholders Technical Bodies
as they continue to review and revise regulations.
However, it also will provide a single source for all
aviation safety rules applicable to European users
with a simplified cross-referencing to AMC and
GM materials.
