AEA Unveils First-quarter 2017 Avionics Market Report
Total sales exceed $566 million in first three months of 2017
The Aircraft Electronics Association released its first-quarter
2017 Avionics Market Report. In the first three months of the
year, total worldwide business and general aviation avionics sales
amounted to $566,179,780.61, or more than $566 million as
reported by the participating companies.
The figure represented a 0.01 percent increase in sales compared to the first-quarter 2016 amount of $566,098,705.96.
Although the sales amount was nearly identical to the first three
months of 2016, it marked the first time since the fourth quarter
of 2015 that sales increased during the same period from the
previous year, snapping a string of seven consecutive quarterly
reports showing a decrease in sales from the previous year.

new group will
help certify aircraft
electronics technicians
ASTM International recently introduced its first standard from
the Committee on Aerospace Personnel (F46), which will help
certify aircraft electronics technicians, or AETs. Mike Adamson,
AEA vice president of member programs and education, is a
member of the ASTM committee.
More than 12,000 ASTM standards operate
globally. Working across borders, disciplines
and industries, ASTM International harnesses
the expertise of more than 30,000 members
to create consensus and improve performance
in manufacturing and materials, products and
processes, systems and services.
The standard (Guide for Aircraft Electronics Technician
Personal Certification, F3245-17) provides a basic approach
for evaluating subject knowledge, task knowledge, and task
performance related to a wide variety of areas including aircraft
electricity, electronics, wiring, safety practices, tools, test
equipment and more.
"This guide is the starting point for maintenance organizations,
manufacturers, airlines, training providers, educational
institutions, and others involved in certifying or hiring skilled
technicians who maintain aircraft and their electrical and
electronic systems," Adamson said. "This industry consensus
standard is the first of many that will support a more uniform
approach to training and education in a field where demand for
high-tech talent is growing." q

occurred in North America (U.S. and Canada), while 30.7 percent
took place in other international markets.
"This quarter offers mixed reviews, as industry saw a substantial decrease in forward-fit sales offset by a larger increase in
retrofit sales," said AEA President Paula Derks. "We have seen
an increase in the percentage of sales coming from the retrofit
market for four straight years, but this quarter marks the biggest
swing toward that industry segment. Although the final sales
amount was nearly identical to the first three months of 2016,
it indeed showed a slight increase for the first time in several
reporting cycles, which ends a downward trend during the last
couple of years."

President signs omnibus
funding bill; averts
government shutdown

On May 4, the United States Congress passed an omnibus funding bill that will keep the government funded through Sept. 30,
which is the end of fiscal year 2017, and avoids a government shutdown. The bill was quickly signed by President Donald J. Trump.
The legislation includes $16.41 billion in budgetary resources for
the Federal Aviation Administration, which is $127 million more
than last year's amount and $507.5 million above the president's
request. It also includes more than $1 billion for the FAA's NextGen
modernization program and $7 million for alternative general aviation fuels research to help transition the fleet to an unleaded aviation fuel.
In addition, an explanatory statement was included in the legislation regarding the possibility of air traffic control privatization,
which said: "The attempt to remove the air traffic control system
from the FAA is fraught with risk, could lead to uncontrollable cost
increases to consumers, and could ultimately harm users of and
operators in the system, including the flying public, the aviation
community, FAA's workforce, and the small towns in rural America
that rely on access to the national airspace."
Earlier this year on March 21, a host of general aviation association leaders joined together to send letters to House and Senate
transportation leaders underscoring "real and long-standing concerns" regarding a concept being pushed by some big airlines
regarding air traffic control. The AEA, along with 15 other aviation
organizations, cited concerns over a proposal promoted by some big
airlines for the creation of "a new governance and funding model
for our nation's aviation system, based on systems in other parts of
the world." q
