ince 1997, the collaborative industrygovernment General Aviation Joint Steering
Committee has set out to improve general
aviation safety by conducting data-driven accident
analysis and developing inclusive risk mitigation
measures. The group focuses on safety measures
involving education, training and equipage, and is
comprised of various entities including a steering
committee, safety analysis team and dedicated working
groups.
"The GAJSC is a great example of industry and
government working together to promote safety," said Ric
Peri, vice president of government and industry affairs for
the Aircraft Electronics Association. "Since the group's work
is truly data-driven, it focuses on actual, quantifiable safety
risks in need of mitigation."
Although the GAJSC was initially successful with
updating the General Aviation and Air Taxi Activity Survey,
a thorough flight risk assessment tool, and mitigations
to address controlled flight into terrain, among other
initiatives, the group cooled off in the late 2000s. It was reestablished in 2011 after direction from the Federal Aviation
Administration's leadership to ensure GA safety activities
were data-driven.
At that point, the GAJSC reviewed final reports of fatal
general aviation accidents from 2001 to 2010, identifying the

top 10 fatality risks. The top three risks were loss of control
in flight, controlled flight into terrain and system component
failure-powerplant.
The group decided to focus on loss of control and system
component failure-powerplant since CFIT was addressed
in the group's previous iteration, and improving technology,
including GPS and expanded use of terrain awareness
systems, has been shown to mitigate the risk of CFIT
accidents.
"We believe the GAJSC has had a positive impact on
general aviation safety," said Jens Hennig, vice president
of operations for the General Aviation Manufacturers
Association and GAJSC Safety Analysis Team industry
chairman. "The fatal accident rate for general aviation is
down to around 0.9 per 100,000 flight hours, compared to
1.1 prior to the GAJSC re-establishment in 2011."
The GAJSC's mitigation strategies are called safety
enhancements. A safety enhancement is a plan containing
one or more intervention strategies to prevent or mitigate
a common problem associated with the cause of a set of
accidents. A safety enhancement may include procedures,
equipment installations and other mitigations that may
reduce the likelihood of future accidents.
"While many safety enhancements look to ever-advancing
technology for solutions, others involve pilot or mechanic
awareness and education," Hennig said. "Training and
