System Component Failure-Powerplant Working Group
The next major GAJSC initiative examined accidents
categorized as having system component failure-powerplant as a
contributing factor.
In one safety enhancement resulting from the SCF-PP report,
the GAJSC encouraged the FAA and avionics manufacturers
to initiate a research program to develop requirements and
performance specifications for proposed Vmc-imminent warning
device designs under asymmetric thrust conditions, as well as
research and develop technological solutions to prevent pilots
from feathering the wrong engine. The SCF-PP working group
also recommended the FAA change its policy to reduce the
regulatory barrier to encourage installation of engine monitoring
on Part 23 general aviation aircraft.
"It was clear going into the SCF-PP work that engine monitors
as a product line are critically important to powerplant longevity
and operation," Burnside said.
When the GAJSC identified six accidents resulting from
inadequate bolt torque that led to powerplant failures or loss
of propellers, the group developed a safety enhancement
recommending recurrent education to the mechanic community.
Here, the GAJSC hopes to use the education, training and
outreach mechanisms used for pilots in the LOC group's
previous work to reach mechanics.
New working groups
The GAJSC will continue its LOC and SCF-PP work during
the next few years, but the steering committee recently approved
two new working groups. Starting in the summer of 2017, one
new working group will revisit CFIT, building on the GAJSC's
earlier work but focusing on a different accident set - this time,
takeoff issues.
A second new working group will look at fuel-related
accidents resulting from contamination, misfuelling and fuel
exhaustion. This group will begin its work in 2018.
"The AEA encourages its members to consider participating in
the GAJSC, if possible, and to review and consider implementing
any safety enhancements relevant to your organization," Peri
said. "By parsing accident data so objectively, the GAJSC
works to mitigate actual risks to general aviation in a realistic
manner. The collaboration between government and a wide range
of industry representatives ensures a holistic approach to risk
mitigation."
