The following information is from the Federal Aviation
Regulations and FAA Advisory Circular 145-9.

QUESTION:

Would the installation of a TSO emergency locator
transmitter in a small airplane using the methods, techniques and practices contained in AC 43.13-2B constitute a major alteration?

ANSWER:

No. According to an April 8, 2011, legal
interpretation:
"The Aircraft Maintenance Division (AFS300) in the Office of Flight Standards has
expressed the view that the installation of

Transport Canada to host 13th annual
TSO Workshop
Transport Canada will play host to the 13th TSO
Workshop in Ottawa, Sept. 12-14. This workshop is
a forum for regulators, manufacturers, installers and
operators of TSO articles to discuss issues relating
to policy and technical requirements. The first day is
dedicated to the regulators only, allowing them to discuss
specific policy initiatives and other issues related to their
activities that may not be discussed with the general public
at this time.
The industry has been invited to submit papers and
ideas for presentations to share their own experience and

This is assuming, or course, that the
installation is in a non-pressurized area of an
aircraft with a gross weight of 12,500 pounds
or less and that all the criterion of the AC is
followed and applicable to the installation.
However, since the major/minor determination
is about the effect of the change upon the aircraft
and not necessarily where the data originates, the
AEA suggests that OEM installation data could
also be used.
"Each person performing maintenance,
alteration, or preventive maintenance on an
aircraft, engine, propeller, or appliance shall
use the methods, techniques, and practices
prescribed in the current manufacturer's
maintenance manual or instructions
for continued airworthiness prepared
by its manufacturer, or other methods,
techniques, and practices acceptable to the
administrator..." (14 CFR 43.13 (a))

Transport Canada reviewing
requirements for ICAO Annex 19,
Amendment 1 - SMS
ICAO Annex 19 was first issued in 2013 and outlined
the international aviation community's concept and
requirements for SMS that should be implemented in
the aviation regulatory structure. It was updated in 2016,
including an upgrade of state safety program provisions
integrated with the state safety oversight system
critical elements; an extension of SMS to organizations
responsible for the type design and/or manufacture of
