Drones

A

s we start the new year, it seems like an ideal time
to talk about new technologies and drones.
Following the 2017 AEA South Pacific Connect
Conference in Cairns, Australia, I made my way to Canberra
for a series of meetings with the Civil Aviation Safety
Authority of Australia. While spending a few days with Jim
Coyne, formerly with the CASA, I experienced a significant
first - a commercial drone delivery of my lunch!
If you do an internet search for "Project Wing Australia,"
there are a couple of pages that provide an excellent overview
of the project. It is not by any means the only demonstration
project: Domino's Pizza in partnership with Flirtey delivers
pizzas in New Zealand; Amazon has a test program in the
U.K.; and in September, German company Volocopter successfully demonstrated its passenger-carrying drone in Dubai.
According to the Guzman y Gomez blog, The Taqueria
Feed, "In 2012, X started working on Project Wing, developing their own technology and custom-built drones. Fast forward five years, and GYG and Project Wing are testing delivery drones (that are carrying our burritos)! Yes, it's happening
now (close to the NSW and ACT border)."
The technology that allows the commercial use and reuse of
drones is advancing so quickly it is nearly impossible (or at least
a full-time job) to keep up with the ever-changing industry.
Technology breaks the rules - think Uber, banking, cryptocurrency, drones, etc.

impossible (or at least a full-time job) to
keep up with the ever-changing industry.
For decades, industry has been asking to modernize aviation
but then argues that the rules, regulations and guidance hold
it back. Our industry does make incremental improvements.
I don't want to minimize them, but we make improvements
in the regulations in five-year increments. It has been my
experience that rulemaking generally takes about five years
from concept to implementing a final rule. If we had begun
rulemaking on Google X's first Project Wing demonstration
aircraft, we would just now be finalizing the regulations on a
2012 technology. I would suspect that the computing power
that supports the drone technology is doubling nearly every
year. In general, if we had started our "standard" regulatory
approach to this new technology in 2012, the regulations
would be five generations behind before they were ever published. This approach is destined to fail before it is ever begun!
