Transport Canada publishes guidance for
establishing and maintaining a quality
assurance system
With the introduction of CAR 561 in 2007, Transport
Canada fully introduced the idea of a quality assurance
program required for manufacturers on top of the quality
control program. This concept had been developing for
many years, and with the introduction of SMS in TCCA
regulations, the manner in which the TCCA audited was
changed, as well. The focus in the audit program (called a
PVI, or Program Validation Inspection) became whether or
not a certificate holder's system was working, and whether
the certificate holder had an effective QA program.
At the end of 2017, new guidance material was published
to help certificate holders develop and maintain a quality
assurance program. This guidance talks about the differences
between QA and QC, QA and SMS, and what is required for
an effective QA program.
The TCCA states that a QC system is product oriented,
whereas a QA program is process oriented. A QA program
is an element of SMS. SMS includes a system for managing
risk that integrates the technical with the management,
financial and human resources elements of a company. The
QA program ensures that SMS is working. Some may argue
that the TCCA requirements for a QA program contain most

If you look at CAR 561 or CAR 573, you will note that
having a QA program is only one requirement in many for
those regulations. It would be better stated that the overall
requirements of CAR 561 or CAR 573 contain most of the
SMS elements. When CAR 561 was introduced, it split the
requirements between the production control system and the
QA system. Meeting the full CAR 561 gets you close to the
SMS requirements.
The basic elements of the QA program are:
*	 Management control.
*	 QAP documentation.
*	 Auditor selection and training.
*	 Audit program.
*	 Finding/corrective action process.
*	 Record keeping.
The AC goes into details as to what each element should
contain. It also provides some good details on the audit
process covering what is to be audited, including the scope,
the frequency and the methods to use. It also provides
supplementary information on the finding and corrective
action process (the TCCA also publishes SUR-002, which
provides a detailed explanation of what is expected when a
finding is issued by the TCCA).
This guidance material also contains information that the
TCCA expects to find during a PVI in order to determine a
compliant QA program. As this is the main focus of the TCCA
PVI, this guidance is essentially your cheat sheet for the PVI.
It is strongly recommended that you obtain a copy and review
it prior to your next PVI. You can find this on the TCCA
