1999. Jensen's passion to create connectivity solutions
didn't stop there. His vision led him to connect
with David Greenhill, SD president, and together
they established SD Communications in 2003, and
began offering airborne internet to business aviation,
military and government customers.

factors. While the physical factors include the
effects of weather, its primary focus is the structure
of where we do our work: the workspaces, lighting,
noise, safety and shift work. The organizational
factor of the environmental element focuses on
staffing, culture, morale and pressures.
Although the environmental element is driven
primarily by management, this doesn't preclude the
individual from recognizing that the environment we
work in, the morale of our co-workers, and the stress
of our job can and does affect the decisions we make.
The Actions element includes the physical
actions of performing the task, which are a shared
responsibility. The individual must recognize their
abilities and limitations, and management must know
the knowledge, skills and abilities of each employee.
A repair station is required to "establish and maintain a
quality control system" that ensures the airworthiness
of the articles worked on 14 CFR 145.211(a)). To
ensure airworthiness, the business must know the
abilities and limitation of its employees. And to
manage its work flow, it needs to know the knowledge
and skill needs of each task assigned.
The action element also includes the
communication factor, which is a two-way street.
The employee must be willing to communicate
the information, and management must receive the
information. And vice versa: Management must
communicate assignments, schedules and limitations,
and the technicians must be willing to receive and
accept the terms. Of all the human factors elements,
communication is one of the most challenging.
And finally, the fourth element of PEAR, the

Resources factor. These factors encompass the
resources necessary to perform the task, from
contracting and receipt, through the maintenance task,
to the completion and return to service. Management
must provide the resources, and the technician must
properly use the resources. Some of these resources
are as old as aviation itself, such as paper manuals
and most of the hand tools. And some of the resources
are new technologies such as test equipment and
computers.
The one item that overlays all four elements of
the PEAR model is training and education. Each
element, each factor, each item within a factor
may drive the technician to a need for additional
knowledge, skills or abilities. Each need must be
addressed by management's offer to train and a
willingness to learn.
As you can see, some of the categories are
primarily the responsibility of management; some are
the primary responsibility of the individual. While
some categories must be promoted by management,
some must be promoted by the individual. The
management of human factors is a partnership
between everyone in the workplace; not one single
person can implement a human factors program alone.
It takes a corporate culture to establish the framework
and an employee's willingness to participate.
Most of these factors are elements that you
discovered long ago as the secret to a successful
business. As I visit AEA member facilities, I find
these elements in nearly every shop - perhaps not
all of them, but certainly most of them. This is one
reason AEA membership has such a low accident
rate overall. Keep up the good work, and let us all
continue to set the standard that the rest of aviation
follows. q
