Policy change for applicants/
certificate holders submitting
information using the SAS external
portal and data collection tools
On Feb. 20, 2018, the Federal Aviation Administration
issued FAA Notice N 8900.451, which removed the
requirements for applicants and certificate holders to
use the safety assurance system external portal and data
collection tools.
According to the notice: "The Flight Standards Service has
determined that the collection of certain information through
the SAS external portal and DCTs from applicants and
certificate holders is covered by the Paperwork Reduction
Act of 1995 (refer to Title 44 of the United States Code
chapter 35). The PRA is a law that requires federal agencies
to take responsibility and accountability for reducing the
burden of federal paperwork on the public (e.g., individuals,
small businesses, educational and nonprofit institutions,
federal contractors, and state and local governments),
regardless of whether the collection is mandatory, voluntary,
or required to obtain or retain a benefit." The FAA
concluded, "Until the OMB grants approval, Flight Standards
has determined that the use of the external portal to collect
the following information will be voluntary."
The Aircraft Electronics Association applauds the agency's
determination and compliance with the Paperwork Reduction

Act of 1995 and suspending the mandate for applicants and
certificate holders to use the safety assurance system external
portal until the FAA receives authority for the information
collection from the OMB. While the association does not
support the data collection tools, the SAS external portal is an
effective tool to manage an existing repair station's certificate
and operations specification that the association encourages
its members to investigate.
FAA Northwest Mountain Regional Office
The FAA announced the relocation of its Northwest
Mountain Regional Office. The FAA Northwest Mountain
Regional Office as well as the Transport Standards Branch is
relocating from its 1601 Lind Ave. SW, Renton, WA 98057
location to 2200 South 216th St., Des Moines, WA 98198.
This became effective March 12, 2018.
Also, the address for mailing correspondence or reviewing
service information related to ADs issued on transport
category airplanes is FAA, Transport Standards Branch, 2200
South 216th St., Des Moines, WA 98198.
FAA Aviation Safety
Organization Changes
On March 5, 2018, the FAA published a Federal Register
notice regarding references to specific FAA offices contained
within the regulations.
The FAA Aircraft Certification Service (AIR) and
Flight Standards Service (AFS) have reorganized to align
with functional organization design concepts. The AIR
reorganization included eliminating product directorates
and restructuring and re-designating field offices. The
AFS reorganization included eliminating geographic
