regions, realigning headquarters organizations, and
restructuring field offices.
Currently, various rules in the Code of Federal
Regulations refer to specific AIR and AFS offices that
are obsolete after the reorganizations. This rule replaces
specific references with generic references not dependent
on any particular office structure.

Rotorcraft pilot compartment view
On March 6, 2018, the FAA published a final rule
significantly changing the pilot compartment view
regulations that will make avionics installations easier
and less costly to the owners and operators.
14 CFR sections 27.773(a) and 29.773(a) require
that each pilot compartment must be free of glare and
reflection that could interfere with the pilot's view.
Prior to this final rule, sections 27.773(b) and 29.773(b)
required a flight test to show compliance with paragraph
(a) of their respective sections if certification for night
operations is requested. This requirement applied to all
applicants for rotorcraft installations that may affect
the pilot's ability to see outside the aircraft, affecting
not only type certificate holders but also included
supplemental type certificate applicants, thereby making
approved model list STCs nearly impossible to obtain for
rotorcraft.
With the help of the AEA and many of its members,
the FAA determined that a flight test may not be the
only means available to show compliance for some
modifications. The purpose of the internal lighting tests
is to determine whether the lighting creates glare and
reflections within the cockpit that could interfere with
the pilot's view outside the aircraft. As a result, the FAA
amended the regulations to read as follows:

G5 Installations
The following question was posed to Garmin International. In
addition, there is basic TSO/PMA information from the FAA's
website as well as 14 CFR Part 21.

QUESTION:

When talking with my customers about backup
displays for a Garmin G500 installation, they ask, "Why
is the G5 certified for primary use but not suitable for the
backup to a G500?"

ANSWER:

I raised this question to Robert Murray, manager for
aircraft certification at Garmin International. According
to Murray:
"The current STC installing the G5 as an attitude
indicator relies on having the standard scan instruments
(needle/ball/airspeed/altimeter) available to help
mitigate failures of the G5 (including from HIRF). The
certification requirements for the G5 to be a standby to
an electronic flight instrument system are different and
non-trivial and rely on the assumptions made for the
certification of the EFIS."
It is also important to understand that the G5 is an
approved part utilizing the FAA's parts manufacturing
authority rather than the broad-based FAA technical
standard order.
A TSO is a minimum performance standard for specified
materials, parts and appliances used on civil aircraft.
PMA approval, on the other hand, is a combined design
and production approval for modification and replacement
articles. The applicant for a PMA must identity the product
on which the PMA article is to be installed, and typically
via a supplemental type certificate the data necessary to
show the design of the article meets the airworthiness of
the aircraft it is being installed on.
While a TSOed article is produced to a broad-based FAA
standard with broad installation possibilities, the PMAed
article is designed as a "modification and replacement
article" limited by the demonstrations of the STC. In the
case of the Garmin G5, an extensive AML STC.
