The certification
pathway to Las Vegas

he New Product Introduction session at the AEA
International Convention & Trade Show in Las
Vegas, March 26, certainly fulfilled its name.
It not only introduced new products, but it also formalized the new market for the next generation of affordable
avionics for legacy general aviation aircraft. Unfortunately,
a few media and industry folks reported this as the "noncertified" avionics marketplace.
The new products are stimulating, the renaissance market is
exciting, the buzz around new products is invigorating, AND,
THEY ARE ALL CERTIFIED! Despite the aviation news
media and even some manufacturers touting them as "noncertified," nothing is further from the truth.
Before I get into the details, provide me a slight rant. These
products - all of these products - ARE NOT "non-certified!" If
they are approved via a supplemental type certificate, they are
certified; if they are approved via parts manufacturing approval, they are certified; if they are approved via the aircraft type
certificate, they are certified. Just because these new products
are not approved via technical standard order does not make
them non-certified. They are certified; they are simply certified
using an alternative means.
Even the NORSEE products, while not technically certificated, are Federal Aviation Administration approved. So
please, quit calling them non-certificated! Simply put: They
have been certified to the same standards using an alternate
means of compliance, which has always been an option in

FAA regulations. It just took a while for both industry and the
FAA to realize the regulations have been there all along to
allow the process.

No, I don't produce parts nor do I certify new
products; I simply do what I do for all AEA
member companies: I read the regulations, I
promote the regulations, and I encouraged both
the regulators and the manufacturers to use the
regulatory tools that were already in the tool
box but were underutilized thus far.
Here's a brief recount:
As you know, for the past decade, industry has been working to modernize the certification standards for Part 23 small,
general aviation aircraft. We pursued this activity with the mission statement of "twice the safety at half the cost." For many
years, we focused on modernizing the design and certification
of new aircraft, ignoring the more-challenging retrofit of nearly
a quarter-million legacy aircraft.
What you may not know is that about halfway through the
rulemaking activity, we established a "continued airworthiness" working group to focus on increasing the safety and
airworthiness of the existing fleet. I had the pleasure of chairing that group. The working group was comprised of industry
