Repair station training program
The following information is from FAA Advisory
Circular 145-10 as well as FAA Order 8900.1
(change 567) volume 6, chapter 9, section 14.

QUESTION:
Recently, during a routine surveillance,
my FAA inspector documented the lack of
the "system and procedures" in my training
program and encouraged me to add them to
my training program. Should I do this?

ANSWER:
Absolutely not! Should you have a system
and procedure for every element of the repair
station training program? Absolutely, just not
in your FAA-approved RSTP.
There is a long history regarding this
conversation, and a lot has to do with the
requirement that the RSTP be approved
(rather than acceptable) and, therefore,
specifically mandated. During the 1999 Part
145 NPRM and the request for comments
on the original FAA AC 145-RSTP, the FAA
determined that the specific approval of
procedures would lead to a level of liability
that the agency was unwilling to accept. This
is the reason that when the final AC 145-10
was published in 2005, it only mandated the
elements that must be included in the FAA's
approval, not the system and procedures.
According to FAA Order 8900.1:

A repair station training program must
meet the requirements of ยง 145.163. A
repair station's training sources, training
methods, curriculum, training courses,
etc., are not subject to FAA approval.
The PI only determines that the elements
of a repair station training program
are met, which ensures that the repair
station trains to meet its capabilities
and customer-specific requirements.
The training program content will
be evaluated for compliance of the
rule. The repair station shoulders the
responsibility that its training program
sources, methods, curriculum, and
courses meet the requirements of the rule
and its customers.
The failure of both the regulation as well
as the advisory circular is that both are mute
regarding the need for a documented system and
procedure to accomplish the commitment the
repair station made in its approved RSTP. This
has been the single most-common discrepancy
in the FAA surveillance of the RSTPs.
Was your inspector correct in identifying
that you lacked the system and procedures
for implementing your RSTP? Most likely,
yes. However, when your inspector took it
upon himself to approve your system and
procedures, he is now outside the guidance
and policies (FAA Order 8900.1) and is
likely involved in any lawsuit originating
from the qualifications and capabilities of an
employee. The inspector has taken "your"
system and procedures and made them the
agency's "system and procedures," something
the agency chose not to do during the NPRM
process. History is important, especially
rulemaking history.
