Change in leadership at Transport
Canada Civil Aviation
Dennis Guindon, director general for aviation safety
oversight and transformation, announced his retirement
late last year, and the TCCA is in the process of
appointing a new director general. Aaron McCrorie also
is acting as an assistant deputy minister and, therefore, the
TCCA announced an acting director general to cover this
interim period.
Nicole Girard is the acting director general for aviation
safety regulatory framework, and François Collins is the
acting director general for aviation safety oversight and
transformation. Both have been with the TCCA for many
years and bring a wealth of experience to these positions.
You may recognize Girard, as she has been involved
with regulatory affairs and CARAC for many years and
certainly understands the issues.

plans to require FDRs and CVRs to be installed on GA
aircraft when in certain types of operations. The TCCA
will be reviewing this with the intention to introduce new
requirements, as well. Of course, this means that costeffective equipment will be required for the GA market,
and as this requirement comes into effect, there is the
potential for thousands of installations. The TCCA also is
considering developing requirements for LED lights and
night vision goggles for use in night VFR operations.
SMS and ELT requirements should all be completed
by the end of next year. However, any changes to CAR
521 are still three to four years away. Stay tuned. q

Transport Canada Transformation
Project Update
Last year, some details of the TCCA Transformation
Project were provided and published here in this column.
During the CARAC plenary session in February 2018, the
TCCA provided an update on the process.
The focus of this transformation project is to modernize
the legislative, regulatory, cost recovery fees and
oversight areas. This also may include a reorganization of
the TCCA to better serve the core functions it provides.
The main drivers for this are the fact that there are many
outstanding actions identified in the CARAC review of
2013, rapidly changing technology and emerging changes
on the international stage.
A team specifically focused on the regulatory review
is being established and has funding for the next five
years. The team is directed to take advantage of work
already accomplished (past reviews), leverage industry
partnerships and look at the identified strategic safety
risks for focus efforts.
As this project continues to develop, the TCCA will be
focusing on a number of areas in the next three years to
complete already published NPAs. Some of these areas
may be of interest to the avionics community with the
potential to develop new business. The European Aviation
Safety Agency and the FAA have already announced
