Transport Canada to mandate ADS-B?
The International Civil Aviation Organization has been working on progressive development of satellite navigations and
performance-based navigation standards for more than a decade. The ICAO recommended that states develop a PBN plan by
2009 as technology was rapidly developing to support these initiatives. The TCCA prepared and published the first PBN state
plan for Canada around 2010 and has continued to revise it as necessary. The current version was published in 2015.
This plan details the background in the development of PBN and approach with vertical guidance, and what the ICAO has
been promoting. It also provides some history on aviation navigation methods and what PBN is all about. This includes details on
RNP, RNAV and APV. For those who are not familiar with all the terminology and how this all fits into the global air navigation
plan, this document is a good start.
The TCCA defined its strategic direction for PBN in three blocks between 2013 and 2027. The TCCA has set goals for
communication, navigation, surveillance and air traffic management for each block.

Block 0
2013 - 2017
Increase use of Data-Link
and satellite communications.

Block 1
2018 - 2022
Use of Data-Link and SATCOMVoice in lieu of VHF-Voice in some
scenarios. Introduction of 8.33 KHz
VHF spacing.

Block 2
2023 - 2027

As you can see, the TCCA does have plans for ADS-B, but to what detail? Nav Canada has been providing and using ADS-B
services in the Hudson's Bay and northeast Atlantic areas for a few years. It is promoting an ADS-B mandate and is about to release
a report recommending the TCCA mandate ADS-B. Interestingly, Nav Canada is partnered with Aireon, a company that is setting
up satellite-based ADS-B systems. One element of this report will be an analysis of whether aircraft will require diversity.
In late 2017, the TCCA issued a report on an action plan to reduce greenhouse gas emissions from aviation. One of the
elements to achieve reductions is improving the navigation systems. In this report, a statement is made that ADS-B is not being
mandated in the near term. The TCCA has also stated, at different events, that ADS-B is not being mandated.
So what is the plan? We should know later this year, as the PBN state plan is due to be updated and the TCCA will be taking
Nav Canada's report to evaluate the need for ADS-B.
