ew fuel sensing technology is saving lives and
driving sales at CiES. The Bend, Oregon-based
company designs, develops and manufactures
aviation fuel level sensors for OEMs, MROs and aircraft
owner-operators. Unlike traditional sensors that measure
fuel with the sensing unit in the fuel, CiES' magnetic field
sensing does so without touching the fuel, making it a
safer option.
"It's a simple system that can be retrofitted with no

founder and president of CiES. "After TWA 800, the FAA
came down quite hard on fuel tank sensors, prohibiting any
sort of stray arcs and sparks. It issued an advisory circular
that, on the face of it, only applied to Part 25 aircraft, but the
FAA and the manufacturers are now applying it to Part 23
aircraft."
In an effort to meet the FAA's requirements, improve
accuracy, and address an ongoing warranty and maintenance
issue, Cirrus Aircraft approached Philiben in 2010 about
coming up with a better way to measure fuel.
"It had to sit in the same hole, be relatively low cost, and
able to be retrofitted into the aircraft," said Philiben, who
worked for Precise Flight for 15 years before starting CiES
in 2010. "We came up with a sensor that did not touch the
fuel, but by measuring angular position could read the fuel
level. The benefit to the non-contact sensor is that it has
thousands of data points to finely determine fuel level. The
sensor allows us to step into the digital world, where we
can do a lot of signal processing, filtering and refinement.
We can do all the modern things that you expect from a new
electronic system, including taking out the slosh factors or
flight angle in measuring aircraft fuel level."
