n late May at the AEA-sponsored FAA and
Industry Rotorcraft Forum in Fort Worth, Texas,
there were several topics raised that highlighted
the challenges of modern avionics - issues such as the
progressive accumulation of alterations requiring an
excessive amount of time to research records to document
before you can accomplish the latest alteration; managing
the software configuration of the newest avionics systems
and the uniqueness of each aircraft; and managing the
installation and upgrades to software.
Each of these issues has a regulatory element to their
discussion, but each issue can be best resolved with
industry best practices. We know the regulations are a
minimum standard, but how many successful businesses
limit themselves ONLY to the minimum?
You will hear me ask the following question while
teaching the AEA's Certified Repair Station Training
Course: What quality system do you follow?
Yes, it is a trick question. Nonetheless, nearly everyone
jumps on the regulatory minimum. But the reality is
that if everyone did only the regulatory minimum, then
everyone would be exactly the same and there wouldn't
be any competitive advantage between shops. Yes, every
certificated repair station must meet the regulatory
minimum standard, but every successful business exceeds
the minimum and offers the customer a bit more.

Those who have attended AEA training courses in the
past know that while we discuss the regulations (it is
essential that you know the standards), we also include
industry best practices and suggest ways to document
your company's design, organization and operations in
the required manuals.

The regulations provide a
m i n i m u m s t a n d a r d f o r s a f e t y.
Customer service demands a
h i g h e r s t a n d a r d f o r q u a l i t y.
Many of the industry best practices are captured in FAA
advisory circulars. A hot topic today (and everyday it seems)
is parts. There are a couple of excellent information sources
about parts. The current edition of FAA Advisory Circular
20-62 addresses the eligibility, quality and identification
of aeronautical replacement parts. Paragraph 11 of the AC
is important to the avionics industry in that it addresses
electrical parts and instrument. Paragraph 11 b. addresses
discrete electrical and electronic component parts where
the AC states:
