The following information is from the Federal Aviation
Administration Advisory Circular 20-165B: Airworthiness
Approval of Automatic Dependent SurveillanceBroadcast Out Systems.
For the past few years, the FAA's headquarters
office has been attending AEA events and providing
outreach on ADS-B Out installations. The AEA is
continuing that outreach by focusing on some of the
more-common error messages the FAA is receiving
from the ADS-B performance monitors.
The following information is from FAA Advisory
Circular 20-165B paragraph 3.2.3, Configuration
of Associated Parameters.
You must set the ICAO 24-bit address during
installation in accordance with the ADS-B
equipment manufacturer's instructions.
For U.S. civil aircraft, the ICAO 24-bit address
is currently established as a function of the
aircraft's registration or "N" number. You can
determine the appropriate address for U.S.
registered aircraft on the following FAA website:

New Zealand
On May 18, 2018, the Civil Aviation Authority of New
Zealand published Amendment 14 to Part 43, General
Maintenance Rules. The amendment reads as follows:
Part 43 General Maintenance Rules
Rule 43.65 is revoked and replaced with the
following rule:
43.65 ELT and AELS tests and inspections:

random 24-bit address is discussed further in
section 3.7.2.3 of this AC (20-165B).
Note 1: The ICAO 24-bit address is also used by the
Mode S transponder. For the addition of ADS-B
(1090ES) in an existing Mode S transponder
installation, verify that the ICAO 24-bit address
decodes to the current aircraft registration number.
Note 2: The ICAO 24-bit address will have to
be updated if the aircraft's registration number
changes.
Note 3: Installation instructions may require
inputting the 24-bit address as an octal, decimal,
or hexadecimal number (that is, 50604331Octal
= 10684633Decimal = A308D9Hex). Ensure you
use the correct base number when configuring the
ADS-B system.
Remember, the ICAO address should be configured
at the time of installation, change in ownership or
when the registration changes. Although there is no
regulatory requirement for biennial checks of the
ADS-B Out system, it is always a good idea to check
the ADS-B Out system outputs during the biennial ยง
91.413 ATC transponder tests, especially if you know
the aircraft has recently changed ownership.

A person performing a test and inspection of an ELT
or AELS as required under subpart G of Part 91
must perform the applicable tests and inspections
specified in Appendix F.
Appendix F is revoked and replaced with the
following appendix:
Appendix F - ELT and AELS Inspections and Tests.
The following inspection and tests must be carried
out by the person referred to in rule 43.65 to ensure
compliance with the requirements prescribed in
Subpart G of Part 91 for the inspection and testing
of ELTs and AELS:
