collaborate on general
aviation safety

he General Aviation Joint Steering Committee
is a collaborative partnership of industry and
Federal Aviation Administration representatives
working toward a mutual goal of improving GA safety. The
GAJSC's formal goal is to reduce the GA fatal accident rate
to one fatal accident per 100,000 flight hours by 2018 - a 10
percent reduction over 10 years.
The GAJSC follows the working group model first
established by the Commercial Aviation Safety Team and
takes a data-driven approach to improving safety. The group
analyzes GA accident data to determine the most-common
causes of GA accidents, then establishes working groups
to develop intervention strategies to prevent or mitigate the
risk associated with those causes. These strategies are called
safety enhancements.
"We ultimately learned from CAST that this datadriven and collaborative method works and is incredibly
effective in determining and addressing safety issues,"
said Kate Fraser, operations research analyst at the FAA
and the agency's liaison to the GAJSC. "Government
and industry agreement can be a challenge in developing
mitigations, but it's crucial to improving safety. Through
the GAJSC, we are able to communicate the same

message and commit resources from both sides."
The Aircraft Electronics Association is an industry
participant in the GAJSC with consultant Joseph E. (Jeb)
Burnside representing the association and its members.
Burnside explained the GAJSC's method of prioritizing
initiatives.
"Because the GAJSC is data driven, the initial focus
was on loss of control," Burnside said. "Data indicated
powerplant failures should be the next focus, and CFIT
(controlled flight into terrain) also is a hurdle GAJSC will
work on."
Loss of control
The GAJSC conducted a review of all fatal GA accidents
occurring between 2001 and 2010. Loss of control was
determined to be the root cause of more than 40 percent of
those accidents, making loss of control the top priority for
the GAJSC.
Two working groups focused on loss of control. Working
group 1 focused on fatal GA accidents that occurred during
approach or landing, while working group 2 focused on
accidents that occurred in all other phases of flight.
Working group 1 was further broken down into teams
