Maintenance Technician
Training Standards
Each employer must ensure each employee is capable
of performing the assigned task

W

hat a concept! A repair station
must have and use an employee
training program that ensures each
employee assigned to perform maintenance, preventive
maintenance, or alterations, and inspection functions
is capable of performing the assigned task (14 CFR
145.163). Forget repair stations for a moment. Forget
aviation. Any business, in any industry, in order to be
successful, must ensure its employees know how to do
their job. It is a basic requirement.
For decades, the Federal Aviation Administration and
industry have struggled with updating the maintenance
technician training standards. I remember these debates
as early as the 1980s when I first became involved
in PAMA, the Professional Aviation Maintenance
Association. And in the nearly four decades that I have
been involved in the aviation maintenance advocacy
world, first as a member and now as staff, in my humble
opinion, this issue is no closer to being resolved today
than it was in the 1980s.
Why?
That is, of course, a complicated question, and there
is no single, universal answer. However, the greatest

failure for the industry, in my observation, is that the
educational industry has simply defaulted to the FAA's
leadership. That is not the FAA's role: If you want
change, you must change the paradigm.

techniques and systems?
This is not to say the FAA does not have leaders; nor
is it to say the FAA employees take their role any less
serious than industry. It is simply to point out that the
agency's role and mission is not to provide leadership to
industry, but rather to assure a minimum level of safety.
The United States (FAA) regulations are slightly
different than Europe (European Aviation Safety
Agency) and Canada (Transport Canada Civil Aviation)
when it comes to technicians, but only slightly. The
overall output and quality are similar and all meet the
