...The greatest failure for the industry, in my
observation, is that the educational industry has
simply defaulted to the FAA's leadership.

International Civil Aviation Organization requirements, so
I do not plan to debate the virtue of one system over the
other here.
The U.S. system certificates two categories of
technicians: a mechanic and a repairman. The standards
for both technicians can be found in 14 CFR Part 65:
Subpart D for mechanics and Subpart E for a repairman.
As you can imagine, a deep dive into the regulations
produces the solutions that industry has been asking for.
First, let's look at Subpart D. This subpart addresses the
eligibility of a mechanic certificate and the associated
ratings. It is common slang to address a certificated
mechanic as an A&P, but technically, the A&P are the
ratings: airframe & powerplant. A certificated mechanic
must hold one of the ratings, but there is no requirement
to hold both. This subpart continues to describe the
expected "performance" of the applicant in the knowledge
requirements (§ 65.75), experience requirements (§
65.77), and the skills requirements (§ 65.79). Exactly,
Subpart D is a "performance" standard for the aviation
mechanic.
When we follow with Subpart E for a repairman, we
see an even stronger "performance" standard. Beyond the
minimum age requirements, the eligibility requirements
(§ 65.101) are task-based. To be eligible for a repairman
certificate, a person must be specially qualified to perform
the maintenance; be employed for a specific job requiring
those special qualifications by a certificated repair station;
and be recommended for certification by the employer.
To be qualified for recommendation, the applicant must
have either at least 18 months of practical experience
applicable to the maintenance duties of the specific job,
or completed formal training specifically designed to
qualify the applicant for the job on which the applicant is
employed. Yes, you guessed it: Subpart E is nothing but a
"performance" standard for a repairman.

With all of these "performance-based" standards,
why has there been more than four decades of
discussions surrounding the training and qualifications
of technicians? I think there are multiple parts to this
answer. Fundamentally, the educational industry delegates
to the FAA the leadership that they assume for every
other discipline, and industry doesn't fully appreciate the
benefits that the regulations provide.
Let's look at the leadership issue.
There are a number of leading educational
institutions in other disciplines. As an example, from
the Massachusetts Institute of Technology website: The
mission of the Massachusetts Institute of Technology is
to advance knowledge and educate students in science,
technology and other areas of scholarship that will best
serve the nation and the world in the 21st century. We
are also driven to bring knowledge to bear on the world's
great challenges.
From Stanford University: Stanford University is one
of the world's leading research universities. And from its
School of Engineering: The school focuses on seeking
solutions to important global problems and educating
leaders who will make the world a better place by using
the power of engineering principles, techniques and
systems.
Which of the aviation maintenance institutions advance
knowledge to best serve the industry and the world in the
21st century? Which maintenance school seeks solutions
to important aircraft maintenance problems by using the
power of engineering principles, techniques and systems?
The answer: they don't! And, why not? Because their
chosen leadership (the FAA) won't let them. When we
look at 14 CFR Part 145, with a few exceptions, a person
who meets the requirements of Subparts A through E
