14 CFR 91.411/413 signoff
The following information is from the Federal Aviation
Administration regulations and guidance.
Question:
What is the proper way to sign off a 14
CFR 91.411 and a 91.413 check?
Answer:
FAA Advisory Circular 43-6D, Altitude
Reporting Equipment and Transponder
System Maintenance and Inspection
Practices, contains explicit instructions
regarding the signoff of this maintenance
action.
Paragraph 12 of the AC provides

an acceptable means to document the
maintenance record entry. The AC states:
"The following example of a permanent
maintenance record entry will be satisfactory
for compliance with § 43.9."
There continues to be a debate regarding
where the entry is made under 43.9 or 43.11.
While the requirements of 91.411 and 91.413
is a "test and inspect" according to both AC
43-6D and AC 43-9C, Maintenance Records,
the record of completion of the required test is
recorded under the provisions of 14 CFR 43.9.
In particular, FAA AC 43-9 paragraph
10 (b) states: "The maintenance record
requirements of § 43.11 apply to the 100hour, annual, and progressive inspections
under Part 91; inspection programs under
Parts 91 and 125; approved airplane
inspection programs under Part 135; and
the 100-hour and annual inspections under §
135.411(a)(1)."
All AEA member shops are encouraged to
review the advisory circulars and ensure that
maintenance record entries are aligned with
the guidance in the AC.
