covering both the operational requirements and aircraft requirements.
Installation of the appropriate systems can be completed as part of the
original equipment on the aircraft or
through a design change approval.
Guidance can be found in the FAA
ACs, 20-140B and 20-160.The following items need to be demonstrated as
part of the design approval.
1. The installation must meet
the requirements of RCP 240
and RSP 180 allocations as
per ICAO's Performancebased Communications and
Surveillance Manual (Doc
9869) and Global Operational
Data Link Document.
2. The installation must meet the
RCP 240 and RSP 180 integrity
criteria and associated safety
requirements.
3. The installation must meet the
RCP 240 and RSP 180 availability criteria, the time criteria
and the continuity criteria.
4. The installation must provide
the flight crew with alerts in
case of aircraft system or connectivity failures.
5. A master minimum equipment
list supplement must be created.
6. An AFMS must be created
to identify the demonstrated
PBCS capability of the aircraft,
any associated operating limitations, information and procedures.
Keep in mind with this installation,
if the CVR has the ability to record
data-link information, the upcoming
changes to CAR 605 will require the
CVR to meet specific standards and be
operational on dispatch.

AEA South Pacific represented at AOPA Australia
General Aviation Summit
Danni Higgins, the Aircraft Electronics Association's South Pacific director
on the AEA board of directors, recently represented the AEA at the Aircraft
Owners and Pilots Association of Australia's first General Aviation Summit in
Wagga Wagga, Australia.
The purpose of this first AOPA summit was to share ideas, challenges and
opportunities from the industry as a whole and present them to the deputy prime
minister of Australia.
The Hon. Deputy Prime Minister and Minister for Infrastructure and
Transport Michael McCormack was present and made a speech outlining that
he is willing to listen to the concerns of the industry and work together on a
bipartisan approach to some level of reform.
The Hon. Anthony Albernese MP, Shadow Minister for Infrastructure,
Transport, Cities and Regional Development, also made an address to the
audience and hosted a question and answer session.
The consultation process to compile a collaborative outcome submission
involved all 34 organizations present, and the input to the final document
wording was democratic and cooperative.
The outcome submission will be forwarded to the deputy prime minister
and has a clear message of growth, sustainability and simplification of the
regulations.

Micah Wright-Taylor.

9. Department of Infrastructure, Ms. Melissa Cashman.
10. Aviation Advisor to the Deputy Prime Minister, Mr. Stephen
Campbell.
11. Civil Aviation Safety Authority, Group Manager, Mr. Rob Walker.
12. iAOPA Secretary General, Mr. Craig Spence.
13. Falcon Air Safety Officer, Mr. Ken Lewis.
Higgins gave a short presentation outlining the mission and makeup of the
AEA. She outlined the plight of needing more engineering training in Australia.
"There was a consensus that the industry needs 600,000 more pilots in
Australia, so I made sure that I asked the question, where are you going to
get enough engineers to service the planes for your extra 600,000 pilots? I do
believe this message was heard loud and clear," Higgins said.
