certificated takeoff weight of 3,175 kilograms or less (7,000
pounds), while the proposed SC applied to passenger
VTOL aircraft with more than two lift/thrust units used to
provide lift during vertical takeoff and landing, limited to
seating configuration of five or fewer people and maximum
certificated takeoff weight of 2,000 kilograms or less (about
4,409 pounds).
This change in weight is a result of industry comment
requesting more flexibility in aircraft size to allow the
industry to grow over time.
Overall, SC-VTOL allows for a broad scope of VTOL
aircraft, including piloted, remotely piloted, and fully
autonomous operations.
However, SC-VTOL is just the start of the process.
Essentially, the EASA established the minimum
requirements for airworthiness and now will rely on
industry to develop consensus standards as to how those
requirements are met. The agency has indicated it expects
industry to present these consensus standards for means of

compliance before the end of the year.
The EASA's approach to airworthiness standards
is substantially different from the Federal Aviation
Administration's approach. The FAA is reviewing
individual VTOL projects and making decisions based
on unique merits. So far, the FAA has not produced
rulemaking specific to airworthiness standards of VTOL
technology, nor does it seem likely. Global harmonization of
airworthiness standards is crucial to the future success of the
manufacturing industry.
Aside from the consensus standards for design, the EASA
and the industry will need to develop airman certification,
training, operations, and air traffic standards to ensure
safe integration of the aircraft. The EASA indicated in
its comment response document that work has started in
parallel to develop VTOL operations aspects.
