Audit Finding Report
inevitable audit and report, why not profit from
the opportunity for continuous improvement?
Before you stop reading and send me off to
have my mental state evaluated, notice that I
wrote "manage the report," not simply to accept
it as written and act on it. This column is about
managing audit findings in support of continuous improvement.
The FAA's guidance on its safety assurance
system is laden with words that support an active
management of audit findings as an indicator of
potential risk. For the sake of simplicity, I will
be using the FAA's Advisory Circular 145-5:
Repair Station Internal Evaluation Programs.
When I mentioned this to an inspector recently,
his immediate response was "yeah, but that's
just guidance." True enough, it is an advisory
circular; however, in my humble opinion, since
it is the FAA's guidance on repair station internal evaluation programs, you would think the
agency would use it as a reference to its own
"external" repair station evaluation programs.
And, more importantly, short of another source,
the definitions and actions in the AC should be
usable in understanding and managing the results
of the FAA's external evaluation program.
There are two definitions in the advisory
circular that should be noted: a concern and a
finding. The AC defines a finding as "A conclusion, supported by evidence, that there has
been or is a process or product that is not in
compliance with an established standard." The
AC further defines a concern as "A conclusion
concerning a system or process that identifies a
condition that may become a finding or a system weakness, which could be the underlying
cause of a future noncompliance situation. A
concern is not, at the time of the examination,
an example of noncompliance with a standard.
If so, it would be a finding."
It is important to differentiate between
an observed "concern" and a substantiated
"finding."
When we do an aircraft inspection, we note
anything that looks out of place (a concern): a
worn tire; a drop of oil; the indentations from
hail. But we don't develop a corrective action
plan until we determine, with evidence, that
the item is outside the tolerances of the stan-
