are being used to initiate the next set of discussions and
workshops.
*	 There will be continued work on the development of
RPAS regulations, which included looking into the
future to determine how RPAS vehicles can be integrated into the airspace system, design requirements, pilot
requirements and beyond visual site operations. This is
in addition to the rules recently promulgated in January
of this year for RPAS up to 25 kilograms.
*	 The development of a regulatory framework for commercial space operations.
*	 Fee modernization for aeronautical products is expected
to go to Gazette I in the winter of 2020.
*	 Regulations and standards affecting CVRs and FDRs
will be published in Gazette II in the spring of 2019.
These changes have been discussed in past articles and
do not introduce anything significant. They are being
adjusted to keep up with current technology.
*	 Changes to ELT regulations and standards for 406 ELTs
will go to Gazette I in the spring of 2019.
*	 Changes to AWM 566 are being made to extend the
license validity period to 10 years and to remove the
requirement for a photo in the license. This will be
completed in the winter of 2020
*	 Continued efforts will be made to update bilaterals and
implementation procedures as well as to completed
agreements with Brazil, Australia and New Zealand.
Further details on these items will be provided when progress is made.

ADS-B mandate update
The AEA submitted a letter to the TCCA outlining the concerns regarding the manner in which ADS-B requirements are
being managed in Canada. This was in response to the Nav
Canada aeronautical study published earlier this year indicating
that ADS-B systems (that will require antenna diversity) will
be required in Class B airspace in 2022 and Class A in 2021.
There are many issues with this proposal that the AEA and others feel have not been addressed properly.
This letter was intended to have the concerns addressed with
the potential to delay the implementation. It was also intended
to get clarity in what this means for Canadian owners who have
already equipped with ADS-B systems that meet the FAA mandate and U.S. owners who wish to fly in Canadian airspace.
The response from the TCCA was not clear, but it does
not appear promising. The AEA is working with the TCCA
and Nav Canada to come up with a better solution. Also, it is
not clear as to what the process is for approval of the ADS-B
implementation or if this means non-ADS-B Out equipped
aircraft (with diversity) will not be able to operate in Canadian
airspace.

Notice of Proposed Amendment
NPA 2019-05
The European Aviation Safety Agency has published
its long-awaited Notice of Proposed Amendment NPA
2019-05, which proposes amendments to Annex I
(Part-21) to Regulation (EU) No. 748/2012 and Annex
II (Part-145) to Regulation (EU) No. 1321/2014,
in order to introduce safety management principles
that implement ICAO Annex 19, and to foster an
organizational culture for effective safety management
and effective occurrence reporting in accordance with
Commission Regulation (EU) No. 376/2014.
This NPA proposes to consider the applicability
of safety management systems to Part-145 approved
maintenance organizations, as well as to production and
design organizations that are approved in accordance
with Subparts G and J of Part-21.
According to the EASA, through implementation of
SMS, safety will be enhanced through:
*	 The establishment of safety policies and
objectives that are associated with sufficient
resources.
*	 The systematic identification of hazards and a
risk management system.
*	 The safety assurance system, including giving
consideration to safety performance.
*	 Safety promotion.
This RMT also aims to streamline the procedures
for oversight and introduce a set of new, common
management system requirements for competent
authorities to increase their efficiency.
NPA 2019-05 is divided into three parts.
The present NPA 2019-05 (A) includes:
*	 The procedural information pertaining to the
regulatory proposal.
*	 The explanatory note to the proposed
amendments.
*	 The regulatory impact assessment.
*	 A detailed summary of the proposed
amendments (see Chapter 7 Appendices).
The draft implementing rules, as well as the draft
acceptable means of compliance and guidance material
for Part-21, are proposed in NPA 2019-05 (B), whereas
those for Part-145 are proposed in NPA 2019-05 (C).
The Aircraft Electronics Association will be
reviewing the NPA over the coming weeks and provide
discussion points to the membership as they become
available. q
