The following information is from the Federal
Aviation Administration's Advisory Circular 91-85B.
Question:
Do ADS-B Out systems require recurrent checks similar to
14 CFR 91.413 for transponders?

Answer:
No, ADS-B does not require any new recurrent
inspections. However, transponders still are required to be
inspected and checked per the instructions of 14 CFR 91.413.
This was confirmed in the ADS-B Out final rule on May 28,
2010 (Federal Register Vol. 75, No. 103).

Transport Canada Civil Aviation to
introduce annual fee increase
The government of Canada introduced the Service Fee
Act in 2017 to create more transparency for Canadians. This
Act requires each department to publish service standards,
provide an annual report on performance, provide an annual
increase on fees and when a service standard is not met, to
return a portion of the fee to the applicant.
In June 2018, Transport Canada published new service
standards, and as of April 1, 2019, introduced its fist annual
fee increase. The increase will be based on the consumer
price index. For this year, the increase is 2.2%. Not all
fees will see an increase though, as Transport Canada has
decided to identify "low material fees." These will not see
an annual increase.
Low material fees are flat fees less than $50 or flat
fees between $51 and $150 that do not bring in more than

X. ADS-B Equipment Scheduled Maintenance
The NPRM did not propose any additional
continuing airworthiness requirements associated
with the installation of ADS-B avionics equipment.
A few commenters questioned the FAA's plan for
continued airworthiness inspections for ADS-B
equipment. This final rule does not add any
continuing airworthiness inspection requirements.
Transponder-based ADS-B systems will still be
required to meet the requirements of ยง 91.413.
However, ADS-B systems, without a transponder,
do not have any new inspection requirements. The
FAA will use the ground automation system to
continuously monitor ADS-B functionality, which
accomplishes the purposes of a recurrent inspection.

This is all part of Transport Canada's fee modernization
initiative that includes changes to the cost recovery structure
for aircraft certification. Details of this process have been
reported in previous posts, and there should be a proposed
rulemaking later this year.

Transport Canada publishes new rules for
remotely piloted aircraft systems
At the beginning of 2019, the TCCA published new
regulations for remotely piloted aircraft systems. Unless you
are in this community, it happened quietly and can be found
with the rest of the CARs. RPAS regulations are covered
in Part IX of the CARs. This is the next step in the TCCA's
plan to develop new rules and integrate RPAS operations.
