Most of the new regulations cover RPAS under
25 kilograms and include maintenance, operation
and pilot licensing requirements. However, there
are provisions to allow larger remotely piloted
aircraft that can operate at relatively high altitudes.
This may only be done by obtaining a special
operating certificate, and in most cases, is limited
to very restricted areas.
This is just the beginning, and like it or not, this
type of aircraft will become part of the airspace
system. AEA members are strongly encouraged to
keep an eye out for draft rules or guidance on this
subject and ensure that RPAS is integrated into
the system under the same requirements as piloted
aircraft. There is a lot of pressure to develop
specific new rules for RPAS, and yet the rules in
place today have served the safety continuum well.
These should merely be modified to allow RPAS
and account for some of the unique features. RPAS
should be required to meet the same standards as
current aircraft using the airspace system.

EASA: Management of information
security risks (Notice of Proposed
Amendment 2019-07)
The objective of this rulemaking task is to
efficiently contribute to the protection of the
aviation system from cyberattacks and their
consequences. To achieve this objective, this
notice of proposed amendment proposes the
introduction of provisions for the management of
information security risks related to aeronautical
information systems used in civil aviation. These
provisions shall apply to competent authorities
and organizations in all aviation domains (i.e.
design, production, management of continuing
airworthiness, maintenance, air operations, air crew,
air traffic management/air navigation services, and
aerodromes), shall include high-level, performancebased requirements, and shall be supported by
acceptable means of compliance, guidance material
and industry standards.
Please note: For the purpose of this NPA,
information security risks are those that may
compromise the confidentiality, integrity and
availability of information being stored, transmitted
or processed through the aeronautical information
systems used in civil aviation. Submit your
comments online using the automated commentresponse tool.
The deadline to submit comments is Sept. 27, 2019.

EASA extends comment period for
SMS until Sept. 6, 2019
With reference to Rulemaking Task .0251 Phase II
in EPAS 2019-2023, this NPA proposes amendments
to Annex I (Part-21) to Regulation (EU) No.
748/2012 and Annex II (Part-145) to Regulation No.
1321/2014, to:
*	 Introduce safety management principles that
implement ICAO Annex 19.
*	 Foster an organizational culture for effective
safety management and effective occurrence
reporting in accordance with Commission
Regulation No. 376/2014.
