Safety enhancements often include training, equipment
and policy recommendations. Some recommendations are
aimed specifically at the industry, while others are geared
toward regulators and safety bodies.
The CFIT working group, co-chaired by Peter Korns
of the National Business Aviation Association and
Kieran O'Farrell of the Federal Aviation Administration,
reviewed over 160 CFIT accidents to develop the safety
enhancements.
The group's focus is the development of safety
enhancements that have the most impact and are the
most feasible. To that end, the group met in a number of
locations that provided new perspectives on the problem.
For example, GAJSC met at the University of AlaskaAnchorage Aviation Technology Center and spoke with
Anchorage-based air traffic controllers, discussing terrain
and technology limitations, which can be particularly
challenging in Alaska.
The NTSB has issued multiple recommendations
focused on operations in Alaska. In 2013, the NTSB
issued a recommendation to the FAA to work with
Part 135 fixed-wing operators in Alaska to develop
CFIT-avoidance training. The Board's recommendation
aimed to reduce the risk of CFIT accidents involving
continuation of flight under visual flight rules into
instrument meteorological conditions, with special
attention paid to the human factors issues identified in
recent Alaska accident investigations, including, but not
limited to, (1) the challenges of flying in mountainous
terrain in Alaska and low-altitude VFR flight in an area
subject to rapid changes in weather; and (2) limitations
of the Alaska infrastructure, particularly weather
observations, communications, and navigation aid.
Earlier this year, the National Transportation Safety
Board called out CFIT training for Part 135 operators in
its annual most wanted list.
The GAJSC CFIT working group has completed its
draft safety enhancements and expects to publish the
CFIT report by the end of 2019.
"The report will include meaningful and effective
safety enhancements, and also areas the group believes
need additional exploration or thought," Haertlein added.
Monthly safety focus
The GAJSC promotes education on topics related to
the group's work through a monthly safety focus. Topics
target pilots, operations personnel and maintenance
personnel. Monthly safety focus topics for 2018 included
enhanced vision systems, emergency procedure training
and aeronautical decision-making. For example, pilots

and medication was the safety focus for October 2018,
providing helpful information for pilots, technicians and
other aviation personnel in determining the potentially
adverse side effects of medications and how long an
individual may be impacted by these medications.
Previous safety focus publications also have emphasized
proper use of maintenance placarding, A&P training and
maintenance safety reporting systems.
"GAJSC members are committed to consistent messaging
to try to reach the community as comprehensively and
effectively as possible," Haertlein said.
What's next?
While the GAJSC works to implement the approved
safety enhancements, it also will begin to look toward its
next areas of emphasis.
