he International Civil Aviation Organization,
of which the United States is a member
state, adopted the Carbon Offsetting and
Reduction Scheme for International Aviation (CORSIA
- pronounced cor-see-uh) to achieve carbon-neutral
growth of international aviation from 2020 and beyond.
International standards and recommended practices for
CORSIA can be found in Annex 16 Volume IV, which
was adopted in 2018. The goal of CORSIA is to provide
a consistent framework for a global emissions scheme.
According to the Intergovernmental Panel on Climate
Change, international aviation accounts for just 1.3%
of global CO2 emissions. Domestic and international
aviation combines to account for approximately 2%.
However, the ICAO aims to achieve carbon-neutral
growth of international aviation by monitoring and
eventually offsetting emissions units. One emissions

unit is equal to 1 ton of CO2 emissions.
In short, CORSIA aims to compare total CO2
emissions year over year, with the years 2019 and
2020 acting as benchmark or baseline years. After
2020, any international CO2 emissions included in
CORSIA that exceed the baseline levels must be offset.
CORSIA relies on market-based measures to achieve
environmental goals. The ICAO considers MBM to be a
lower-cost and more-flexible method of achieving goals
than traditional regulatory measures.
The ICAO has established three phases of CORSIA
implementation to follow these baseline years:
*	 Pilot phase: 2021 to 2023.
*	 First phase: 2024 to 2026.
*	 Second phase: 2027 to 2035.
All ICAO member states were required to develop
a monitoring, reporting and verification system for
