If the FAA approved it,
it must be safe!

A

lthough the foundation for this month's
column originated in Cologne, Germany,
the headline leads with the Federal Aviation
Administration. Indeed, the interrelationship between
Europe and the United States is difficult to separate,
espeially when the sentiment seems to be universal.
As part of my service to the Aircraft Electronics
Association's international membership, I spent
most of June working from our office in Cologne,
Germany, where I began formulating this column
and later finished it in New York, where I presented
at a Certification Process Guide workshop. On both
continents, there seems to be a basic sentiment among
avionics professionals that authority approval (FAA,
EASA, CAA, etc.) is the standard and the industry's only
responsibility. Within various industry organizations,
there appears to be a lack of understanding of what their
own risks are, what risks their products represent, and
how the organizations actually manage those risks. This
leads me back to Cologne and the European Aviation
Safety Agency's notice of proposed amendment for the
implementation of safety management system in Parts
21 and 145. While this column takes a deep dive into the

logic and philosophy of the European proposal, the topic
should be familiar to anyone implementing or managing
an SMS program, either through regulatory compliance or
as a voluntary program.
On April 17, 2019, the EASA published Notice of
Proposed Amendment 2019-05 titled "Embodiment of

and Part-21." Originally, the comment period closed July
17; however, it was recently extended until Sept. 6, 2019.
This is an extensive edit to Part-145, and every AEA
repair station member in Europe is encouraged to review
the NPA.
This proposal is unique and well-positioned.
Fundamentally, the EASA did what the International Civil
Aviation Organization intended when it introduced SMS:
It performed a gap analysis and introduced an amendment
